In the past two decades, Muslim countries across the globe have been faced with a crisis in governance. This study considers the circumstances under which members of the Muslim American community voluntarily cooperate with police efforts to combat terrorism. Cooperation is defined to include both a general receptivity toward helping the police in anti-terror work, and the specific willingness to alert police to terror related risks in a community. Two perspectives on why people cooperate with law enforcement, both developed with reference to general policing, are compared in the context of anti-terror policing and specifically among members of the Muslim American community. The first is instrumental. It suggests that people cooperate because they see tangible benefits that outweigh any costs. The second perspective is normative. It posits that people respond to their belief that police are a legitimate authority. On this view legitimacy is linked to the fairness and procedural justice of police procedures. Data from a study involving interviews with Muslim Americans in New York City between March and June 2009 strongly support the normative model by finding that the procedural justice of police activities is the primary factor shaping legitimacy and cooperation with the police.

Muslims in a Post-9/11 America examines how public fears about Muslims in the United States compare with the reality of American Muslims’ attitudes on a range of relevant issues. While most research on Muslim Americans focuses on Arab Muslims, a quarter of the Muslim American population, Rachel Gillum includes perspectives of Muslims from various ethnic and national communities—from African Americans to those of Pakistani, Iranian, or Eastern European descent. Using interviews and one of the largest nationwide surveys of Muslim Americans to date, Gillum examines more than three generations of Muslim American immigrants to assess how segments of the Muslim American community are integrating into the U.S. social fabric, and how they respond to post-9/11 policy changes. Gillum’s findings challenge perceptions of Muslims as a homogeneous, isolated, un-American, and potentially violent segment of the U.S. population. Despite these realities, negative political rhetoric around Muslim Americans persists. The findings suggest that the policies designed to keep America safe from terrorist attacks may have eroded one of law enforcement’s greatest assets in the fight against violent extremism—a relationship of trust and goodwill between the Muslim American community and the U.S. government. Gillum argues for policies and law enforcement tactics that will bring nuanced understandings of this diverse category of Americans and build trust, rather than alienate Muslim communities.

Religion is hypothesized to have an impact on the policing profession, an otherwise secular institution. This thesis highlights a number of ways in which the religious affiliation of police officers' has impacted their police organizations, with a concentration on Muslim police. Since the tragedy of 9/11 is associated with Islam, increasing focus has been placed on policing Muslim communities in the West. This paper puts forward a framework for future research into the evolution of American policing, the American-Muslim police officer. Following the events of September 11, 2001, law enforcement agencies were struggling to gather the investigative information necessary from the Muslim community to assist in efforts to prevent future attacks. Building a strong relationship between the local police and the Muslim community is essential in defending America against acts of terrorism. Key to this relationship is trust between the groups and bridging the gap of cultural differences. This study sought to determine what factors associated with building relationships with established communities can be applied to the immigrant Muslim community to further public safety and homeland security needs. Specifically, the study examines the best practices used in an outreach effort in the African-American community in the City of Saint Paul and looks at how the application of those practices could produce results in the Muslim community. The research demonstrates that community policing is the cornerstone of community outreach, that individual relationships built by law enforcement representatives form the platform for outreach, and that the complexity of culture in immigrant communities requires law enforcement to go beyond the traditional community policing efforts to attain cultural competency. Finally, the study finds that the true best practice to prevent terrorism is to build trust with the community being served.
