Abstract: The use of performance appraisal as an effective management tool is the focus of this informative, easy-to-understand supervisor's guide. Management-by-objective (MBO) principles on which performance appraisal is based and benefits of an effective appraisal process (i.e. ongoing employee development, increased communication between managers and employees) are presented. Three sets of skills required by supervisors for effective performance appraisal are development of appraisal measurement criteria, interpersonal communications, and documentation. Appraisal models that include a broad range of applications are described. Guidelines are provided for developing an appraisal model that can be adapted to fit the job requirements of any organization or individual. Special concerns related to performance appraisal in government are discussed and specific directions are given for meeting appraisal requirements in the Civil Service Reform Act of 1978 (CSRA). Components of the formal development interview process include preparation steps, conducting and evaluating the interview, follow-up responsibilities, and summary. An important feature of the guide is a series of articles written by practicing professionals based on actual work experiences. Performance appraisals for government employees has been a contentious topic for scholars for several decades. Contradictory information regarding performance appraisal effectiveness has added to the skepticism felt by participants. Performance appraisals were first introduced to the public sector by President Carter through the Civil Reform Act. The goal of appraisals was initially dependent upon the type of work being performed. Executive-level employee appraisals to be based on both the performance of the individual and the organization's performance. Non-executive employees were to connect individual performance with the agency's objectives. The ultimate goal was to create a system to assess employee performance and advance the operational functions of the organization. The proposed study aims to analyze factors associated with employee perceptions of performance appraisals in the public sector and to help identify key factors that aid or impede appraisal effectiveness. Using surveys and interviews, quantitative and qualitative data can be gathered from current federal, state, and local government employees who were participate in the appraisal process. This study can provide insight on the perceptions of appraisals and identify if they provide any value to public organizations.

Individual performance evaluation is an ongoing challenge involving both public and private organizations, human resource experts, executives, and employees. As an employee of the United States Office of Personnel Management once said, “if anyone can solve performance evaluation problem, he should be entitled to the Nobel, the Pulitzer and the Heisman in the same year”. In addition, government reforms in the 1980s, commonly referred to as New Public Management, promoted the adoption of performance evaluation in the public sector. These reforms not only had to deal with the typical phenomenon of resistance to the introduction of such systems, but also with the specific constraints found in the public sector (extensive trade union presence, the unique status of civil servants, the type of employment contract, and the need to provide equal employment opportunities). Despite being still widely adopted, performance evaluation systems are often reworked and tweaked and the consequences of such adjustments are never fixed or unequivocal. Thus, the book has two main objectives: firstly, to describe the performance evaluation systems for public sector executives and non-executives working for Central Government in a sample of European countries.
