En el 2005 se reformo la Ley Organica de Prevencion, Condiciones y Medio Ambiente de Trabajo (LOPCYMAT) estableciendose un modelo de Seguridad participativa y desarrollando el concepto de Contraloria social establecido en la Constitucion de la Republica Bolivariana de Venezuela. La base de este modelo son los Delegados de prevencion que integran, con los representantes del empleador, los Comites de salud y seguridad en el trabajo. En los ultimos anos se dicto la Guia tecnica de prevencion (GTP)1 con los mecanismos para la eleccion democratica de los delegados y en todo el pais han sido electos miles de delegados en un cambio sin precedentes en el campo de la salud y seguridad de los trabajadores. Los demas Organos participativos y de contraloria social creados por la LOPCYMAT, como los Consejos Regionales y por Rama de Actividad, el Consejo Nacional y la propia participacion de las partes sociales en el Instituto Nacional de Salud y Seguridad en el Trabajo No Han Sido Puestos En Practica, generandose una mora que pone en riesgo los objetivos trazados por la reforma legal lo que requiere de la Urgente Accion de los delegados y de las organizaciones de trabajadores y empleadores."
