National and international agencies continue to draw heavily on the structure first formalized in the US National Academy of Sciences (NAS) report, Risk Assessment in the Federal Government: Managing the Process (also called the Red Book). [...] Risk managers were to identify the hazards assessed by risk assessors and evaluate the information provided to them from the risk assessment, but otherwise, the committee envisioned a firm wall between risk managers and risk assessors. [...] This problem of measuring meaningfulness has received substantial attention in the past decade and has led to a realization that risk assessors and economists need to communicate early in the risk assessment process about the usefulness of alternative outcome measures.
