A central theme of the 2019 Missile Defense Review is the desirability of integrating offensive forces with active and passive defenses. But what would the realization of such a comprehensive and integrated approach look like, and what would it require? Despite broad and sustained interest, little progress has been made in the actual integration of offenses with air and missile defenses, or even clearly elucidating and defining the concept. Thorough implementation of offense-defense integration for countering missile threats would touch almost every aspect of the U.S. military, including policy, doctrine, organization, training, materiel, and personnel. Despite the rising salience of missile threats, current air and missile defense forces are far too susceptible to suppression. Today’s U.S. air and missile defense (AMD) force lacks the depth, capacity, and operational flexibility to simultaneously perform both missions. Discussions about improving AMD usually revolve around improvements to the capability and capacity of interceptors or sensors. Rather than simply doing more of the same, the joint integrated air and missile defense (IAMD) efforts might be well served by new or reinvigorated operational concepts, here discussed collectively as “Distributed Defense.” By leveraging networked integration, Distributed Defense envisions a more flexible and more dispersible air and missile defense force capable of imposing costs and dilemmas on an adversary, complicating the suppression of U.S. air and missile defenses. Although capability and capacity improvements remain essential to the high-end threats, the Distributed Defense concept focuses on creating a new architecture for today’s fielded or soon-to-be fielded IAMD force to boost flexibility and resilience.

This publication, “Countering Air and Missile Threats (Joint Publication 3-01),” provides doctrine for joint counterair operations and protection against air and missile threats across the range of military operations. Counterair integrates offensive and defensive operations to attain and maintain a desired degree of air superiority and protection by neutralizing or destroying enemy aircraft and missiles, both before and after launch. Integrated air and missile defense (IAMD) is an evolving approach that uses the counterair framework at the theater level. IAMD emphasizes the integration of offensive counterair (OCA) attack operations, defensive counterair (DCA) operations, and other capabilities as required to create the joint force commander's (JFC's) desired effects. The IAMD approach also encompasses global strike and global missile defense beyond the theater level. The counterair mission integrates both offensive and defensive operations, by all capable joint force components, and counters the air and missile threat by attaining and maintaining the degree of air superiority and protection desired by the JFC. Generally, OCA operations seek to dominate enemy airspace and prevent the launch of threats, while DCA operations defeat enemy air and missile threats attempting to penetrate or attack through friendly airspace. Integrating a mixture of capabilities from components bolsters the friendly force potential and likely will frustrate the enemy's ability to defend itself. Synchronization of OCA and DCA operations is vital to avoid duplication of effort and help prevent fratricide. Expanded technology and proliferation of missiles, including cruise missiles (CMs), ballistic missiles (BMs), and air-to-surface missiles (ASMs), expand the scope and complexity of protecting friendly forces and vital interests. The detection capabilities, engagement ranges, mobility, and lethality of surface-to-air missile (SAM) systems and fighter aircraft have significantly increased the air and missile defenses (AMDs) of US adversaries. CMs and unmanned aircraft also present elusive targets and are difficult to detect, identify, and engage. Proliferation of advanced technologies for missiles, guidance systems, and weapons of mass destruction warheads has increased the potential missile threat to the homeland. Although this publication primarily focuses on countering theater air and missile threats (i.e., those affecting an overseas geographic combatant commander's (GCC's) AOR/a subordinate JFC's joint operations area [JOA]), those forces and capabilities employed by overseas GCCs also may support a layered defense beginning in the forward areas against strategic air and missile threats to the homeland. Strategic planning documents task each GCC with some form of missile defense and the employment of appropriate force should deterrence fail. Commander, United States Strategic Command is responsible for synchronizing planning for global missile defense and coordinating global missile defense operations support. Global ballistic missile defense is the overarching characterization of the cumulative (worldwide) planning and coordination for those defensive capabilities designed to neutralize, destroy, or reduce the effectiveness of enemy BM attacks whether within or across the boundaries of any GCC's AOR. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans.

The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. This study examines the question: What strategic approach should the USAF take toward Theater Missile Defense (TMD) and Anti-Missile Offensive Actions in the near-term? The thesis begins with an introductory chapter asking the stated question in context, presenting the methodology used, and summarizing the proposals given at the end of the treatment. The methodological approach to this thesis involves historical and literature reviews, interviews, and a qualitative comparison of current and proposed weapons systems, capabilities, and doctrine. Broad strategic options, not specific tactical systems, are the focus of this study. The second chapter reviews milestones of missile and anti-missile, diplomatic, and political history to establish a basis for how we arrived at the present situation. Next, the third chapter reviews the current theater ballistic missile (TBM) and weapons of mass destruction (WMD) threat situation. Also, an overview of contemporary political and military reasoning is presented to provide a baseline of support for the critical need of an integrated joint and multi-layered TMD. The fourth chapter compares current and near-term Anti-Missile systems and programs, identifies a near-term Anti-Missile Capabilities Gap, and distills the plethora of situational information to four succinct implications. Finally, the last chapter provides and analyzes four proposals for possible actions that the USAF can take to answer the thesis question while taking into account the implications of the current and near-term TBM situation. Overall, this thesis recommends a philosophical shift to one in which USAF near-term Attack Operations (AO) and BMC4I integration are considered as part of an air and space power Anti-Missile Offensive Counterair effort, not simply an adjunct to a ground-force driven TMD paradigm.

The current strategic environment and threat pose an immense challenge for outnumbered Air and Missile Defense forces. It is not possible for U.S. forces to deter and defeat current ballistic missile threats alone. Building partner capacity and seeking opportunities to work together with partners and allies are mandates in current defense strategic guidance. Critical to meeting the evolving and expanding threat that ballistic missiles pose, is establishing an interoperable and Integrated Air and Missile Defense capability with partners that have purchased U.S. defense systems through Foreign Military Sales. "Within the strategic context of increasing capable threats and declining defense budgets, regional ballistic missile defense (BMD) plays a key role in protecting and advancing our national interests. However, this defensive capability is limited and has not kept pace with the increasingly rapid proliferation of regional ballistic missiles. This directly challenges the nation’s ability to deter and defeat aggression through power projection of our military forces. We must identify the ways and means to counter this imbalance or risk future erosion of our military effectiveness, diminished allied confidence, and unnecessarily shameful loss of life. The 2015 National Military Strategy emphasizes actions designed to improve the U.S. military’s agility, innovation, and integration through greater efficiencies and delivery of advanced military capabilities. Yet, neither the current ballistic missile defense strategy nor current processes align with the innovative slant of the Department’s latest overarching strategy. In a fiscally constrained environment, both require innovative thought and coordinated effort to efficiently resource future success. Current U.S. strategy to develop and field regional ballistic missile defenses, while a credible deterrent, is deficient and requires meaningful revision. The current strategic plan is woefully dated and corporate processes are not adequately synchronized to provide efficient, timely solutions. Due to a myriad of reasons including fiscal realities and threat capabilities, the Department of Defense (DoD) must re-assess key tenets of its Ballistic Missile Defense strategy and strive to innovate its processes in order to cost effectively match ends, ways, and means to defend against future regional ballistic missile threats."--Abstract.
