The Limits of Alliance surveys the security policies of the states in North and Central Europe in the context of a declining North Atlantic Treaty Organization and the emerging European Security and Defense Policy. It analyzes U.S. policy toward the region and examines the continued viability of alignments inherited from the Cold War era. It concludes that although NATO will continue to exist in the coming decade, the hollowing-out of the alliance will be accompanied by a shift in transatlantic security relations toward bilateralism determined by regional security considerations.

Following the disintegration of the Soviet bloc, many Central and Eastern European Countries launched a vigorous “return to Europe” campaign, which primarily focused on accession to NATO and the European Union. By 2007, ten countries became members of the Euro-Atlantic community, personifying the long-awaited reunification and reconciliation of Europe. The book argues that the EU and NATO eastern enlargements represent a settlement of historical-psychological accounts for countries affected by the “black trinity”: the Munich Agreement, the Molotov-Ribbentrop Pact, and the Yalta-Potsdam Conferences.

In recent years, the question of the post-Cold War NATO, particularly in relation to the former communist countries of Europe, has been at the heart of a series of international reform debates. NATO in the "New Europe" contributes to these debates by arguing that, contrary to conventional assumptions about the role of international security organizations, NATO has been systematically involved in the process of building liberal democracy in the former communist countries of Central and Eastern Europe. The book also seeks to contribute to the development of an international political sociology of socialization. It draws on arguments developed by political theorists, sociologists, and social psychologists to examine the dynamics and implications of socialization practices conducted by an international institution.

This timely volume assesses NATO's current accomplishments, continuing challenges, and potential pitfalls. Leading international scholars and policymakers explore three key themes influencing NATO's future: transatlantic relations, the debate over enlargement, and the organization's new functions. Weighing the fate of an alliance poised for renewal or decline, the contributors offer informed analysis and discussion of an organization that has changed profoundly over the past five years and continues to evolve in the face of an uncertain global environment.

In this collection the leading authorities address the complexity of present day NATO, its inherent contradictions, and its current direction. The authors reflect on the significance of these issues for the alliance's future prospects, for Russia, and for European security generally. The Future of NATO looks at the conceptual and theoretical approaches that underlie the question of enlarging NATO's membership and the consequences of enlargement on international relations. It examines the policies of some of NATO's leading member states - including Canada, which has recently begun a two-year term on the security council - and deals with the issue of enlargement from the point of view of the East European candidates, focusing on Russia and its opposition to the current process. Contributors include Andràs Balogh (Loràn Eötvös University), Martin Bourgeois, Charles-Philippe David (UQAM), André P. Donneur (UQAM), David G. Haglund (Queen's), Philippe Hébert (Montréal), Stanislav J. Kirschbaum (Glendon College), Richard L. In contrast to the Cold War era the new European order is characterised by uncertainty, fluidity and new security challenges including separatism, ethnic conflict and intra-state conflict. This book examines the process of change and its implications for: transatlantic relations, institutional development, regional stability and NATO's rationale. Balkan instability forms a major theme of the work illustrating the challenge for policy-makers. The book concludes with a discussion of NATO enlargement and relations with Russia.

How and why did NATO, a Cold War military alliance created in 1949 to counter Stalin's USSR, become the cornerstone of new security order for post-Cold War Europe? Why, instead of retreating from Europe after communism's collapse, did the U.S. launch the greatest expansion of the American commitment to the old continent in decades? Written by a high-level insider, Opening NATO's Door provides a definitive account of the ideas, politics, and diplomacy that went into the historic decision to expand NATO to Central and Eastern Europe. Drawing on the still-classified archives of the U.S. Department of State, Ronald D. Asmus recounts how and why American policy makers, against formidable odds at home and abroad, expanded NATO as part of a broader strategy to overcome Europe's Cold War divide and to modernize the Alliance for a new era. Asmus was one of the earliest advocates and intellectual architects of NATO enlargement to Central and Eastern Europe after the collapse of communism in the early 1990s and subsequently served as a top aide to Secretary of State Madeleine Albright and Deputy Secretary Strobe Talbott, responsible for European security issues. He was involved in the key negotiations that led to NATO's decision to extend invitations to Poland, Hungary, and the Czech Republic, the signing of the NATO-Russia Founding Act, and finally, the U.S. Senate's ratification of enlargement. Asmus documents how the Clinton Administration sought to develop a rationale for a new NATO that would bind the U.S. and Europe together as closely in the post-Cold War era as they had been during the fight against communism. For the Clinton Administration, NATO enlargement became the centerpiece of a broader agenda to modernize the U.S.-European strategic partnership for the future. That strategy reflected an American commitment to the spread of democracy and Western values, the importance attached to modernizing Washington's key alliances for an increasingly globalized world, and the fact that the Clinton Administration looked to Europe as America's natural partner in addressing the challenges of the twenty-first century. As the Alliance weighs its the future following the September 11 terrorist attacks on the U.S. and prepares for a second round of enlargement, this book is required reading about the first post-Cold War effort to modernize NATO for a new era.

NATO is acutely aware of its increased status as a force for stability in a drastically altered Atlantic community. The number of its initiatives is on the increase just as a new political, economic and military Europe emerges. The Cold War's end has wrought as many changes as there are continuities in the security environment. Eastern and Central European states, especially NATO and PfP members, enjoy an increasing importance to NATO, both as trading partners and as new participants in the civil society. While the literature on relations between NATO and the East Europeans is rather limited, the study of the overall posture of those states in the international system is almost non-existent, so that the consequences of their posture for NATO's renewed concept are unknown. The study of these countries' security posture and strategic interactions with Central European states in general promotes the renewed role of NATO. This book shows that each of the long-term relations with Poland, the Czech Republic, Romania and Bulgaria is subordinated to the goal of entering the European Union, and that their different values will makes relations difficult. This will test NATO's new strategic concept to the limit. It also shows the importance of strategic thinking.
