The effective management of municipal solid waste (MSW) is of interest in provision of energy, secondary raw materials for sustainable development and reduction of the environmental burden. The need for effective management of MSW in an environmentally friendly, technologically viable, economically feasible and socially acceptable way is a common challenge facing developing countries. Environmental externalities bring about a steep rise in the cost of waste minimization and process improvement with negative impact on the limited financial resources of government agencies. Cities and local governments should consider the full waste hierarchy towards an enabling action for reduction, reusing and recycling in planning of MSW management prior to energy recovery. In actualizing the effective waste management and resource recovery from waste technology appropriation, the conversion technology depends on the state and composition of the waste. The aim of this research is to develop an appropriate waste management decision-support system that is beneficial to both the government and the environment. In addressing the above mentioned challenges, a qualitative approach was adopted, which includes getting waste management data from government reports, books and articles to determine sustainable indicators such as Environmental, Socio-cultural, Technical and Economic indicators. The Analytical Hierarchy Process (AHP) tool addressed the capital cost in the comparison of the waste to energy (WtE) approval process technologies. Based on the approximation method for normalization comparison matrix, the results revealed that Environment was more important with a priority vector score of 0.4537 towards the goal, followed by Sociocultural at 0,2495, Economical at 0.2168 and Technical at 0,0800 in relation to the costing and maturity of the technology in South Africa.
