In my own inquiries and observations as an American visitor, I had discovered that to know well the ways and works of the Glasgow municipality was to possess standards of comparison and points of view which afforded the best possible equipment for the further examination of municipal methods and achievements, whether in Edinburgh and Dundee, in Belfast and Dublin, or in Manchester, Birmingham.
