2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. The 2018 National Defense Strategy (NDS) states that the Defense Department's "enduring mission is to provide combat-credible military forces needed to deter war and protect the security of our nation." This 2019 Missile Defense Review (MDR) is fully aligned with the NDS. It was conducted pursuant to public law and executed in order to support the clear national interests defined by the President in the 2017 National Security Strategy. The 2019 MDR sets the guidelines for the Department-wide effort to strengthen the defense of our homeland and the Joint Force's posture. It presents the policies, strategies, and capabilities that will guide the Department's missile defense initiatives and programs over the coming decade to enhance the protection of the American people, defend our sovereignty, and meet our international obligations and commitments to our allies and partners. We must anticipate the evolution of adversary offensive missile capabilities, and develop and field the U.S. missile defenses that fit the needs of this era. As noted in the 2018 NDS, sharpening the competitive edge of our Joint Force is a must. By this I mean enabling our force to deploy and employ in the face of the developing missile threat. This requires thinking creatively and acting with greater urgency. We will generate innovative solutions that expand the competitive space, and create vulnerability gaps and dilemmas for future adversaries. In the face of rising competition, we must proactively work to better defend the homeland, and enhance deterrence to adapt to the needs of this era. We need institutional processes to generate lethal capabilities with greater affordability at the speed of relevance. These guidelines for U.S. missile defense are particularly critical today given the continuing proliferation of offensive missile technology and the dynamics of an increasingly competitive strategic environment. The logic of the 2018 NDS is simple; a more lethal and agile Joint Force, coupled with a more robust system of allied and partner capabilities that are designed to be interoperable with ours, will preserve an international order that is most conducive to peace and prosperity. The defense strategy stresses the readiness of today's armed forces and prioritized development of future capabilities.

The Ballistic Missile Defense Review has surveyed the spectrum of threat capabilities and possible intent; assessed the current state and potential growth of U.S. BMD technical capabilities; considered opportunities for cooperation with allies and partners in missile defense; and considered the underlying technical, organizational, and programmatic structure of U.S. missile defense. The result is a refocused policy and a comprehensive strategy to improve our missile defenses. The key policy priorities set out earlier are to Defend the United States homeland against the threat of limited ballistic missile attack; Defend against existing regional missile threats to U.S. forces while protecting our allies and partners and enabling them to defend themselves; Test our developing capabilities to ensure that they can reliably and effectively help U.S. forces accomplish their mission; Develop and field BMD capability that is fiscally sustainable over the long term; Base BMD planning on reasonable judgments about current and prospective threats to the United States and its allies and ensure that capabilities are adaptable; and Seek to lead expanded international efforts for missile defense with allies and partners that will provide pragmatic, cost-effective capability. The review determined that the United States possesses sufficient capability to defend the homeland against a ballistic missile attack from states such as North Korea or Iran for the foreseeable future. Moreover, it identified steps that will strengthen homeland defense in the years ahead. The advent of new sensor capabilities and the development of a comprehensive integrated plan for testing and evaluation will better enable us to understand, employ, and further improve BMD capabilities.

The DoD has been researching and developing defenses against ballistic missile attacks. In 1990, DoD awarded R&D contracts to develop and test kill vehicles. One of the contractors, Rockwell Internat., subcontracted a portion of its kill vehicle design work to TRW, which was tasked with developing software that could operate on a computer onboard the kill vehicle. In 2002, the Dept. of Defense (DoD) began developing and rapidly fielding a global Ballistic Missile Defense System (BMDS) composed of elements that include radars, interceptors, and command and control systems.
