El agua es uno de los recursos vitales para el ser humano y los ecosistemas del planeta Tierra. Después del uso agrícola, el agua para abastecimiento público es el de mayor consumo en México. El uso del agua en las zonas urbanas es mucho más concentrado que en el sector agrícola. En este trabajo se ha realizado una revisión de las medidas que se han tomado en todo el mundo para tratar de reducir la demanda de agua en las zonas urbanas a nivel doméstico, con el fin de identificar cuales han tenido mayor éxito en sus lugares de implementación. Se generó la idea de un modelo que integra la filosofía de las 3 R's y la incorporación de fuentes alternas de abastecimiento evaluadas por un análisis de costo-beneficio. El objetivo del Manejo Integral de Agua Doméstica (MIAD) es constituirse en una herramienta de análisis para la ayuda en la toma de decisiones en la selección e implementación de opciones para el manejo de agua doméstica. El modelo MIAD es flexible para estudios de caracterización puntual de un caso de estudio, como también para la selección de soluciones costo-beneficio de casos en base a estadísticas. El modelo se diseñó como una metodología de análisis con la aplicación de 4 niveles como medidas para el ahorro de agua y que permita evaluar el costo beneficio de diversas opciones de reducción del consumo de agua doméstica y descargas, con base en las características de la vivienda, los usuarios, del entorno natural y urbano. Cada nivel cuenta con una base de datos de tecnologías que aporta la información necesaria. Se han planteado diferentes escenarios para probar el modelo y analizar los resultados generados. Los escenarios de viviendas tipo popular, media y residencial se desarrollaron con base en las especificaciones del código para la vivienda de la Comisión Nacional de la Vivienda (CONAVI). Los resultados muestran que el mejor costo beneficio para la reducción de la demanda de agua doméstica ocurre en el primer nivel del modelo mediante la reducción de consumo de agua con la sustitución de dispositivos de baja eficiencia, con ahorros de alrededor del 50%. Con el análisis de los resultados de los escenarios se generaron 2 propuestas de aplicación para el Área Metropolitana de Monterrey como medidas para combatir la escasez de agua doméstica, como una alternativa previa a la construcción de grandes obras de infraestructura.

Confronting Climate Uncertainty in Water Resources Planning and Project Design describes an approach to facing two fundamental and unavoidable issues brought about by climate change uncertainty in water resources planning and project design. The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.
