A metallurgical examination was conducted on twelve (12) 2 1/2 in thick rolled homogeneous and sixteen (16) 2 1/2 in thick rolled face hardened armor plates manufactured by Carnegie-Illinois Steel Corporation on OCO-D project 1558. The results of this investigation that, in general, the steel soundness of the face hardened plates was inferior to that of the homogeneous plates. In this connection, the face hardened plates had more pronounced directional properties than the homogeneous plates. The average Brinell hardness of the homogeneous plates was 247-262. The average Brinell hardness of the face hardened series was found to be face, 465-690, and core 208-243. The depth of the effective case at Rockwell C 50 varied from .26 in- 40-in. from the plate (10 plates tested) while in two face hardened plates the case depth was .09-in - 16-in from face of plate. In general, the homogeneous and face hardened plates were properly heat treated resulting in fibrous fractures, good V-notch impact properties and a satisfactory microstructure.

The six plates were tested at Aberdeen as a part of the large program on the effect of hardness on ballistic properties. The plates, therefore, were from the same heat of steel and were similarly heat treated except for the final draw temperatures which were variedto give the hardnesses desired.

The armor plate exhibited unsatisfactory ballistic behavior in the PTP test at high obliquities because of the presence of laminations in the zone midway between the surface and center of the plates. Nonmetallic segregations, probably discontinuous stringers, are believed to be the4 cause of these laminations, which are most effectively revealed by the fracture test. Present ballistic specifications do not adequately reveal the presence of poor steel quality which may show up under service conditions where the impacts frequently occur at high obliquities, thus making it mandatory either to incorporate a more selective ballistic test into the specifications or depend upon a fracture test to eliminate poor quality steel.

Twelve sections from 3/4 inch plates fired as a part of the effect of hardness program were examined metallurgically. Steel soundness was uniformly satisfactory on one series of six plates. However, three of the other six plates were of inferior steel soundness. Heat treatment was satisfactory on all plates. Crystallinity was evident on samples of plates at hardness above 330 Brinell. Chemical analyses were taken of two plates. All plates were satisfactorily heat treated as revealed by the fibre test. However, a trace of crystallinity was evident in the two plates with a hardness of over 360. Plate 4-1, although completely fibrous, exhibited an appreciable amount of ferrite which indicated faulty heat treatment. The improper fibre test indication was undoubtedly because of the abnormally low hardness of this plate.
