The last two decades have been marked by intense and accelerated economic, political, and cultural processes that have affected urban spaces. These changes have occurred in different parts of cities (traditional centers, edges, peripheries) and at different levels of the urban system (large and medium-sized cities and in their respective areas of influence). Possibly the clearest expression of the spatial effects on cities can be perceived in their morphological transformations, their territorial dimensions, or in their social problems. Until 2008, urban–territorial processes were a reflection of the logic and inconsistencies of an expansive economic context and of a structural context that favored the development of cities through concurrent processes and actors. As a result, the built land and amount of urbanized and built surfaces increased, together with processes of the expansion and modernization of cities. Since 2008, the expansive economic cycle has ended, and there have been diverse negative consequences. Notably, the construction sector has come to an abrupt halt. Access to credit has also been reduced, and unemployment has increased. The economic recession has caused sociodemographic and socioeconomic issues exemplified by housing vulnerability, with dispossession, evictions, a shortage of social housing, and energy poverty.

Corruption... The mere word brings up negative, and all too prevalent, images in our minds: bribes, abuse of power, and favoritism among our political leaders, business leaders, and even among our religious leaders. It is commonplace for Christians to rail against rampant corruption and lament its existence. What is not so common is to hear a thoughtful analysis of the factors that lead to and feed corruption. Even more scarce are practical and proven steps that we can take to reduce the levels of corruption in our societies. With these thoughts in mind, the Fraternidad Teológica Latinoamericana invited Christian leaders to tackle this issue head on at an international conference titled “Corruption Kills: Biblical, Contextual, and Ethical Perspectives.” Held in Lima, Peru from July 23–25, 2016, participants gave presentations that ranged from biblical and theological analysis of corruption to practical experiences of fighting it. Though our hearts are heavy due to the subject matter, it is our privilege to share with you in this issue of the Journal of Latin American Theology some of the key presentations of that conference.

Striking a balance between peace and justice has long been debated by scholars and practitioners. There has been definite progress in a world in which blanket amnesties were at times granted with little hesitation. There is a growing understanding that accountability has both pragmatic and principled arguments in its favor. Practical arguments as much as shifts in norms have created a situation in which the choice is increasingly seen as "which forms of accountability" rather than a stark one between peace and justice. The Colombian Justice and Peace Law 975 and its implementation offer an interesting and unique approach to dealing with the international crimes committed in Colombia’s decades-long armed conflict. Yet, will this approach suffice with regard to Colombia’s obligations under international law to investigate and prosecute international crimes? Does it meet the standards of the ICC, which has been monitoring the Colombian situation for some time now? In particular, does it pass the complementarity test laid out in the ICC statute or will the ICC have to intervene in Colombia to enforce international criminal law?

This book addresses current developments in transitional justice in Latin America – effectively the first region to undergo concentrated transitional justice experiences in modern times. Using a comparative approach, it examines trajectories in truth, justice, reparations, and amnesties in countries emerging from periods of massive violations of human rights and humanitarian law. The book examines the cases of Argentina, Brazil, Chile, Colombia, Guatemala, El Salvador, Paraguay, Peru and Uruguay, developing and applying a common analytical framework to provide a systematic, qualitative and comparative analysis of their transitional justice experiences. More specifically, the book investigates to what extent there has been a shift from impunity towards accountability for past human rights violations in Latin America. Using ‘thick’, but structured, narratives – which allow patterns to emerge, rather than being imposed – the book assesses how the quality, timing and sequencing of transitional justice mechanisms, along with the context in which they appear, have mattered for the nature and impact of transitional justice processes in the region. Offering a new approach to assessing transitional justice, and challenging many assumptions in the established literature, this book will be of enormous benefit to scholars and others working in this area.
