A Free Trade Agreement (FTA) is an agreement between two or more countries where the countries agree on certain terms and conditions that affect trade between them. There are more than 350 FTAs worldwide today. In the last two decades these agreements significantly expanded in scope, covering not only market access but also behind-the-border policy issues going far beyond WTO rules. Mega regional FTAs like Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and Regional Comprehensive Economic Partnership (RCEP) are coming into play. Developed countries are also establishing their own templates for FTA-making. The book brings together new insights and perspectives on the implications of major changes taking place in global markets due to large free trade agreements or so-called mega-regionals, such as the Trans-Pacific Partnership (TPP). These changes will occur for both the trade regulation regime in major markets, and the private standards that are increasingly crucial for linking up with international value chains. The twelve members of TPP account for about one-fourth of world trade and two-fifth of global GDP. A number of others have shown interest to become members; it is now the model for the US to use in its other large trade negotiations, thus expanding its scope and reach in the future, and its disciplines are acknowledged to be higher than those resulting from some other mega-regionals such as RCEP. Therefore, global standards affecting world market conditions will flow from TPP. Its underlying aspiration will thus increasingly shape the future of trade and investment conditions in major markets, implying trade and investment diversion for non-member countries. A large majority of developing countries, including India, are out of this framework. Because of concern that OECD tariff reductions will translate into worsening export performance for the least developed countries, trade preferences have proven a stumbling block to developing country support for multilateral liberalization. The authors examine the actual scope for preference erosion, including an econometric assessment of the actual utilization and the scope for erosion estimated by modeling full elimination of OECD tariffs, and hence full most-favored-nation liberalization-based preference erosion. Preferences are underutilized due to administrative burden-estimated to be at least 4 percent on average-reducing the magnitude of erosion costs significantly. For those products where preferences are used (are of value), the primary negative impact follows from erosion of EU preferences. This suggests the erosion problem is primarily bilateral rather than a WTO-based concern.
