This research was sponsored to develop a method of evaluating the productivity of Air Force Fire Departments. Using the tasks developed by the Fire Department Workshop, input and output measures were defined and used in a new model of efficiency called Constrained Facet Analysis (CFA). The advantage of this methodology over others considered was that it can simultaneously evaluate multiple inputs and multiple outputs using empirical data with no a priori weighting. The results of the analysis provided an efficiency rating for each fire department and information about marginal rates of substitution and marginal rates of productivity for inefficient units based on their efficiency frontiers. Though the current CFA model has some dimensioning limitations that affected the depth of analysis available, the resulting evaluations gave a better indication of the real efficiency of individual fire departments than methods currently used and also gave better comparative information to be used in budgeting and resource allocation decisions.

A field test in 24 Air Force organizations, eight each from Administration, Propulsion Maintenance, and Weather, of the methodology for generating efficiency and effectiveness measures (MGEEM) was conducted to evaluate (a) the number and types of measures developed, (b) the acceptability of the process and its results to participants (e.g., unit commanders), (c) the cost effectiveness of measures in terms of their use of existing data, and (d) the extent to which independent application of the methodology in similar organizations produces similar sets of measures. For each organization, key results areas (KRAs) - categories of intended accomplishments - and quantitative efficiency and effectiveness indicators were developed for each KRA. Results showed that the MGEEM led to a usable number of indicators for each organization; however, there was a much larger percentage of effectiveness (86 to 95 percent) as opposed to efficiency indicators. The MGEEM process and its results were judged very acceptable to participants. The indicators generated were judged cost-effective to implement since approximately 80 - 90 percent made use of existing data. Finally, the indicators were found to have relatively low consistency from organization-to-organization within the three functional areas. Modifications of the MGEEM process are suggested to improve the consistency from site-to-site and to better 'set the stage' for participants. The objectives are (a) to clarify the meaning of organizational productivity as it applies to Air Force organizations, (b) to describe and critique productivity measurement methods, (c) to describe a procedure for generating measures of productivity in Air Force organizations, and (d) to summarize research which evaluates productivity enhancement methods. The report has seven chapters and an appendix. Chapter I is an introduction. Chapter II reviews various definitions of productivity and contrasts them with two related concepts-quality of working life and organizational effectiveness. Chapter III reviews the definition of productivity as it relates specifically to the Air Force. Chapter IV provides a taxonomy and critique of measures of efficiency, effectiveness, and combined methods that integrate efficiency and effectiveness measures into a comprehensive measurement strategy. Chapter V draws conclusions from the review and implications for Air Force productivity measurement methods. Chapter VI describes a method for generating productivity criteria for Air Force organizations and Chapter VII describes a field demonstration of the methodology. Since the ultimate purpose of measuring productivity is to make improvements, the Appendix highlights the major findings of the literature on productivity enhancement. (Author).

Two methods recommended for productivity measurements of prevention activities were evaluated. The Urban Institute and National Fire Protection Association's method appears to be the most promising of the two. Multiple measures allowing for variables of inspection frequency, types and hazard of occupancy, provided some level of validity but it failed in its reliability. Estimates of unreported fires and the subjectivity of assessing preventability, relegate this method to an ineffective collection of factual data and guesses. The "Municipal Fire Service Workbook", evaluates for prevention effectiveness and efficiency together. This is a measure of negative productivity and is unacceptable considering the measurement objectives previously stated.
