The duties are so multifarious, and to many now engaged in them they are so novel, that it seemed advan tageous, in the production of a Manual of Public Health, to secure the assistance of three gentlemen severally experienced in each of the branches of knowledge involved. Hence the origination of this manual, in which I have had the advantage of the collaboration of three able and well-known authorities. Although I am responsible for the general construo tion and editorial supervision of the work, and for whatever faults may exist in it, such merits as may be found in its execution will of course be properly ascribed to the authors and' not to the editor. But when a State is called upon to furnish its con tingent for the, service of the United States, the medical inspection of the men presented does not differ from that practiced in the case of the recruit offering himself for enlistment into the Regular Army. Drafted men and volunteers must be accepted or rejected upon the same principles as regular recruits; therefore, the standard adopted in the one case will also govern in the others.
