The LEGS process grew out of the recognition that livestock are a crucial liveliƠhood asset for people throughout the world - many of whom are poor and vulnerable to both natural and human-induced disasters - and that livestock support is an important component of emergency aid programmes. The publication of the first edition of LEGS in 2009 responded to the need to help donors, programme managers, technical experts, and others to design and implement livestock interventions in emergencies. At the same time, LEGS recognized the need to plan for climatic trends affecting communities that rely heavily on livestock. The first edition drew on multi-agency contributions, on wide-ranging reviews, and on collations of practitioner experiences of using evidence-based good practice. This second edition builds on the first edition by incorporating new experiences and evidence obtained since 2009 as well as user feedback provided as a result of a broad consultation process.

The Livestock Emergency Guidelines and Standards (LEGS) target livestock-owning communities affected by humanitarian crises. Drawing on international evidence-based best practice, LEGS supports practitioners to design and implement emergency responses that protect and rebuild livestock-based livelihoods. In emergency contexts, feed, water, veterinary support, shelter and settlement, livestock offtake, and the provision of livestock, are the six critical interventions for saving livestock assets. To protect livelihoods, these interventions need to be feasible, appropriate and timely. Since 2009, the LEGS Handbook has significantly improved the quality and impact of livestock emergency response. An extensive public consultation process has helped update the technical Standards, Key Actions and Guidance Notes in this third edition. There is greater focus on the principles that underpin LEGS, as well as step-by-step guidance on how to use the LEGS tools to develop an emergency response plan. The Handbook will be useful for all livestock specialists and humanitarians involved in emergency preparedness, response and recovery.

The fields of Global Health and Global Emergency Response have attracted increased interest and study. There has been tremendous growth in the educational opportunities around humanitarian emergencies; however, educational resources have not yet followed the same growth. This book corrects this trend, offering a comprehensive single resource dedicated to health in humanitarian emergencies. Providing an introduction to the public health principles of response to humanitarian emergencies, the text also emphasizes the need to coordinate the public health and emergency clinical response within the architecture of the greater response effort. With contributing authors among some of the world's leading health experts and policy influencers in the field, the content is based on best practices, peer reviewed evidence, and expert consensus. The text acts as a resource for clinical and public health practitioners, graduate-level students, and individuals working in response to humanitarian emergencies for government agencies, international agencies, and NGOs.

Animal health emergencies are evolving, but they remain among the most challenging situations a country can confront. Infectious diseases and other threats have increasing potential to spread rapidly within a country or around the world due to growing populations, concentration of animal populations and market intensification, human and animal movement, and global trade. This international GEMP Essentials guide is meant to support the advancement of key components of emergency management as countries continue efforts to work and prepare together. It sets out in a systematic way the elements required to achieve an appropriate level of preparedness and proposes an approach to animal health emergency management inclusive of all type of events, be they caused by natural phenomenon, including not infectious events, or by accidental or deliberate human action. The guide also includes the One Health approach.
