The Army is now engaged in a formal transformation process to create forces to capitalize on technological and organizational opportunities that new electronic, automotive, and ballistic technologies appear to provide. The transformation effort is also designed to alleviate problems in strategic mobility that have traditionally degraded the Army's ability to rapidly deploy forces other than light and airborne infantry. The transformation process will move along three interdependent yet simultaneous axes: the Legacy Force, the Interim Force, and the Objective Force. The purpose of this study is to examine the Interim Force and determine whether or not the higher technical performance expected to be gained from information technology will equate to a higher operational capability for the Interim Brigade Combat Team. The method of analysis will review the future operational environment for which this force is being developed, underscore the capabilities information technology brings to the transformation effort, and examine the challenges information technology presents Army planners and leaders as they further develop the campaign plan and execute the program. This study will suggest that accounting for the unintended consequences brought about by gains from information technology will contribute to a tighter fit between aspirations and emerging capabilities.

The Internet of Things (IoT) is transforming the way organizations communicate, collaborate, and coordinate everyday business and industrial processes. Adoption of IoT technologies has proven beneficial to organizations that manage large numbers of assets and coordinate complex and distributed processes. Decades ago, the U.S. Department of Defense (DoD) pioneered the sensor, computer networking, and communications technology that serve as the foundation of IoT, but today the U.S. military is struggling to equip its workforce with the basic functions provided by commercial smartphones. DoD continues to drive innovation in advanced sensors and control systems, but it is falling behind in deployment of IoT technologies that have the potential to deliver new capabilities and cost savings. Based on in-depth research and interviews with 29 government and industry executives and subject matter experts, this report suggests ways in which the U.S. military could better leverage IoT technologies to improve efficiency and effectiveness.

The Naval Construction Force has traditionally depended on outside sources to obtain and analyze engineering data in contingency situations. The Navy has embarked on an initiative to develop Seabee Engineer Reconnaissance Teams to perform this function, both as a basis for projects slated for in-house construction and as a product to deliver to other organizations. Exercises and operations have thus far shown that the concept is viable, but Seabee Engineer Reconnaissance Teams have encountered problems with data gathering and reporting, and transmission of data and images. Concurrently, the Department of Defense is pursuing a transformation toward network- centric warfare. Network Centric Warfare represents a powerful set of warfighting concepts and associated military capabilities that allow warfighters to take full advantage of all available information in order to bring all available assets to bear in a rapid and flexible manner. This research explores the state of the practice of military engineer reconnaissance as described by established Army doctrine and as enacted by Navy Seabee Engineer Reconnaissance Teams. Commercial information technology applications are reviewed in the areas of geographic information systems, collaborative design, and wireless communications. Solutions are proposed for their potential to enable network centric engineer reconnaissance operations.

This paper advocates the utilization of advanced distributed learning and distance learning in readiness and sustainment training. Advanced technology provides for a more learner-centric approach to training and can accelerate skills proficiency and retention of critical skills. This paper also examines DoD, Army and Air Force training doctrine, traditional vs non- traditional training, human resource and work place factors, cost effectiveness and benefits, and provides recommendations for capitalizing on alternative delivery platforms. The 1 March 2002 Strategic Plan for Transforming DoD Training touts the necessity of the Services, joint community, and OSD to exploit advanced technology in Total Force training. The increased use of alternative delivery training platforms will enable Army and Air Force personnel to become more effective and efficient in their job performance.

"For nearly 20 years, the Army has had limited success in developing an information network - -sensors, software, and radios to give soldiers the exact information they need, when they need it, in any environment. Such a network is expected to improve situational awareness and decision making in combat. Under its network modernization strategy, the Army is implementing a new agile process intended to leverage industry technology solutions. The Army has taken a number of steps to begin executing its network strategy and agile process, including establishing a baseline network architecture for Army communications.
