Legislation relating to 85 major turnpike, toll bridge, tunnel and ferry agencies is reviewed. Reference to the nineteenth century history of highway toll facilities in the U.S. reveals the origin of many of the major features of modern state toll agencies. Similarly, significant features of present state law relating to toll facilities must be understood in the light of the federal law and policy regarding toll roads and bridges.
