The meeting in the USA had more of an economic character than a political one. Israel's recognition of Kosovo was the only point that had great importance for Kosovo, but of course this conference had greater economic importance. The attempt was to relax political relations through economic cooperation, this conference seemed to have characters or meaning of relaxation and economic development between Kosovo and Serbia. This conference is thought that it would open the possibility later, i.e. the other stages, to conclude the Kosovo-Serbian dialogue. According to Kosovar analysts, American engagement within the Kosovo-Serbia dialogue is vital for the country, due to the fact that, according to them, the Brussels dialogue has not produced many results for 10 years now. Therefore, in this context, the only hope remains the USA. The only hope remains the USA to end the frozen conflict and the obstacle of Kosovo to be part of the UN, NATO and EU integration. So the Kosovars want the USA as a strong and stable mediator because, the USA knows how to use diplomacy even with sanctions and the Americans do not allow the dialogue to drag on forever without a final solution.

This book explores the prospects and limits of international intervention in building peace and creating a new state in an ethnically divided society and fragmented international order. The book offers a critical account of the international missions in Kosovo and traces the effectiveness of fluid forms of interventionism. It also explores the co-optation of peace by ethno-nationalist groups and explores how their contradictory perception of peace produced an ungovernable peace, which has been manifested with intractable ethnic antagonisms, state capture, and ignorance of the root causes, drivers, and consequences of the conflict. A violent standoff in northern Kosovo risks halting Kosovo's and Serbia's fragile dialogue and threatens Kosovo's internal stability and Serbia's EU candidacy process. Pristina's push to control the whole territory of the young state, especially its borders with Serbia, and northern Kosovo Serbs' determination to resist could produce more casualties. Belgrade has lost control and trust of the northern Kosovo Serb community, which now looks to homegrown leaders. The international community, especially the EU and U.S., should encourage Belgrade to accept the government in Pristina as an equal, even if without formal recognition, but not expect it can force local compliance in northern Kosovo. All sides should seek ways to minimise the risk of further conflict, while focusing on implementing what has been agreed in the bilateral technical dialogue. They should build confidence and lay the groundwork for the political talks needed to guide a gradual transformation in northern Kosovo and eventually lead to normal relations between Kosovo and Serbia.
