The paper tries to understand why this is the case. It analyzes the transport goals and policies of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. It discusses the current state of affairs with regard to the use of transport corridors in Central Asia, and highlights the major physical and non-physical barriers to international transport. The paper suggests that diverging interests is the main reason for the failure to cooperate.
