This book argues that there is nothing inherently stable, persistent or enduring about institutions. By examining the various issues facing the Malaysian bureaucracy and adopting an institutional analysis, this book brings the point that institutions are disposed to change because they are fraught with tension due to the quality of institutions. Using various examples, it explains that such tension and change dynamics can come from institutional resources, the manner in which resources are distributed to different actors, the varying power configurations among institutional actors and the larger political, economic and social environment that institutions operate in.Accordingly, in examining the various concerns of the Malaysian bureaucracy, this book highlights the typologies of institutional change and the inherent tension over resources that exist among actors that makes reform attempts, at times, potentially problematic but not impossible. New concerns in public policy and governance that are yet to be discussed widely in the Malaysian public administration literature are raised, including issues on collaborative governance, public service motivation and representative bureaucracy.

Tracing Malaysia’s political economy since 1800, Abdillah Noh argues that it has been substantially path-dependant based on choices made by the British colonial administration. Focusing mainly on two major groupings in Malaysia’s political economy – the Malays and Chinese Malaysians – Noh demonstrates that British policies engendered two processes. First, a less-than-full-retrenchment of Malay political dominance by preserving Malay de jure power and, second a less-than-full incorporation of new actors in Malaya’s political economy. Such decisions to preserve Malay de jure power alongside half-hearted measures at incorporating non-Malays’ economic and political presence created communities with mutually exclusive institutions that increasingly compete for access to political, social and economic resources. He thus reasons that Malaysia’s state formation - and the consequent consociational logic - is not a contrived act that was hatched at the point of its independence. Rather, it is the result of deep institutional processes that are centred on the idea of path dependence, self- reinforcement mechanism, timing and sequence. A valuable read for scholars of Malaysian history and politics, as well as for scholars of postcolonial state formation and public policy more broadly.

The thesis investigates public administrators' use of interactive Information and Communications Technologies (ICTs) in the Malaysian Federal Public Service (MFPS). It describes qualitative research which identifies the nature of e-democracy practices in policy development in the MFPS. In-depth interviews and scholarly as well as government documents provide empirical evidence. Through a survey of literature, contextual features such as absence of policy in the MFPS for e-democracy, constitutional limitations on public discussions of issues relating to Bumiputera preferential rights, and a guarantee of non-censorship of the Internet were identified. These factors contribute to making MFPS a distinctive case for e-democracy study. Literature with structurational perspectives on ICTs, including Parvez's double structurational loop framework, is reviewed to develop the research framework. The research findings describe four practices of e-democracy enacted by public administrators of policy development in the MFPS: 'inputs collection', information exchange', 'communication', and 'electronification'. These practices are shaped by cultural dimensions, namely norms, organizational culture features and national culture features. The emergent roles of e-democracy were determined by categorizing these four practices as augmenting (inputs collection and information exchange), modulating (communication), and retention (electronification) of existing processes in the MFPS. Importantly, the findings also suggest a modification to Parvez's framework with an additional Institutional Leadership loop. This modification focuses this research examination of social influences on human actors who are involved in the design of infrastructures for e-democracy without a clear policy directive. This study therefore makes a contribution towards identifying administrative dimensions of e-democracy in the institutional context of the Malaysian public administration. By enriching knowledge of how the utilization of technology shapes e-democracy practices, this study provides a foundation for understanding e-democracy in the Malaysian context (which allows for a comparison of similarities and differences between implementations of e-democracy in other countries). The study determines how ideals of e-democracy can be nurtured to enhance policymaking processes in the MFPS and generally guides the future development of e-democracy in Malaysia.

The book brings together implementation studies from the Asia Pacific countries in the context of the deadline of 2015 for achieving the Millennium Development Goals. The contributors to this volume are scholars belonging to the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG).
