The term 'terrestrial carbon' refers to carbon contained in vegetation or soil stocks. The global carbon cycle plays an important role in sustaining agricultural productivity, biodiversity and forest ecosystems processes. This report presents the results of a workshop, held in Canada in February 2000 and organised by the Global Terrestrial Observing System (GTOS) in collaboration with the International Geosphere-Biosphere Programme (IGBP). The workshop was designed to review existing data and observation requirements regarding terrestrial carbon, identify major gaps and propose solutions.

Natural and human-induced changes in Earth's interior, land surface, biosphere, atmosphere, and oceans affect all aspects of life. Understanding these changes requires a range of observations acquired from land-, sea-, air-, and space-based platforms. While a number of gases are implicated in global warming, carbon dioxide is the most important contributor, and in one sense the entire phenomena can be seen as a human-induced perturbation of the carbon cycle. The assessment of greenhouse gases emitted to and removed from the atmosphere is high on the international political and scientific agendas. Growing international concern and cooperation regarding the climate change problem have increased the need for policy-oriented solutions to the issue of uncertainty in, and related to, inventories of greenhouse gas (GHG) emissions. The approaches to addressing uncertainty discussed here reflect attempts to improve national inventories, not only for their own sake but also from a wider, systems analytical perspective — a perspective that seeks to strengthen the usefulness of national inventories under a compliance and/or global monitoring and reporting framework. These approaches demonstrate the benefits of including inventory uncertainty in policy analyses. The authors of the contributed papers show that considering uncertainty helps avoid situations that can, for example, create a false sense of certainty or lead to invalid views of subsystems. This may eventually prevent related errors from showing up in analyses. However, considering uncertainty does not come for free. Proper treatment of uncertainty is costly and demanding because it forces us to make the step from “simple to complex” and only then to discuss potential simplifications. Finally, comprehensive treatment of uncertainty does not offer policymakers quick and easy solutions.

“Oceans and Society: Blue Planet” (www.oceansandsociety.org) is a global initiative bringing together many ocean-observing programmes with a societal benefit focus. It was created in 2011 as a Task within the Work Plan of the Group on Earth Observations (GEO). The Geneva-based GEO is a voluntary partnership of some 90 governments and 77 intergovernmental, international, and regional organisations. It is committed to integrating global observations through strengthened cooperation and coordination among global observing systems and research programmes. Blue Planet held its inaugural Symposium in Ilhabela, Brazil, in November 2012. Participants from some 25 countries, representing a diverse array of international programmes, presented and discussed issues including the coordination of and information access from global ocean observing systems for open ocean, coastal and inland ecosystems; operational ocean forecasting; applications of observations for sustainable fishery and aquaculture; and capacity building. A major outcome of the Symposium was the production of this book. The contributions to the Symposium served as a starting point, and were developed to provide a comprehensive overview of the scope and breadth of the “Oceans and Society: Blue Planet” initiative. Targeted at all stakeholders within the ocean and marine community, this volume discusses current activities and future actions and raises awareness for the further development and implementation of the Blue Planet agenda. Readers will learn more about ocean observations, how they can be integrated, and their applications to benefit society as a whole.

Now in its 17th year, the NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly and Security Council, Meeting of States Parties to the UN Law of the Sea Convention, CLCS, ISBA, ITLOS, Follow-ups to the UN Fish Stocks and Small Island States Conferences, WSSD, ECOSOC, UNEP and UNCTAD are reproduced first, followed by the documents of FAO, IAEA, IMO and NESCO/IOC. As in the previous volumes, documents which were issued in the course of 2001 are reproduced while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access of the international community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation.
