Integrated Assessment of Scale Impacts of Watershed Interventions is the outcome of a multi-disciplinary research team of social scientists, hydrologists (groundwater and surface water), modellers; and bio-physical scientists who have worked together over five years to develop an integrated model of the sustainability of biophysical, economic and social impacts of watersheds. Impacts of watershed interventions are assessed at upstream, mid-stream and downstream locations of two hydrological units that are characterised with differential bio-physical attributes. The editors propose that watershed interventions, when integrated with hydro-geology and bio-physical aspects, have greater influence on the resilience of the socio-ecological system. The immediate goal of this Special Issue was the characterization of land uses and occupations (LULC) in watersheds and the assessment of impacts caused by anthropogenic activities. The goal was immediate because the ultimate purpose was to help bring disturbed watersheds to a better condition or a utopian sustainable status. The steps followed to attain this objective included publishing studies on the understanding of factors and variables that control hydrology and water quality changes in response to human activities. Following this first step, the Special Issue selected work that described adaption measures capable of improving the watershed condition (water availability and quality), namely LULC conversions (e.g., monocultures into agro-forestry systems). Concerning the LULC measures, however, efficacy was questioned unless supported by public programs that force consumers to participate in concomitant costs, because conversions may be viewed as an environmental service.

Water resource management in the United States is evolving in the face of continuing challenges to protect water quality, provide adequate quantities of water for competing uses, and protect habitat and other natural resources. In many jurisdictions and agencies this evolution is increasingly leading toward adoption of watershed management. This approach is characterized by planning and decision making on a watershed scale, integration of a variety of competing water resource priorities and goals, cooperation of multiple stakeholders and governmental agencies, and increased levels of public participation. This report identifies the most promising watershed planning and management approaches from around the world; evaluates how they operate, their benefits and limitations; and assesses the degree to which these approaches could be successfully adapted to the U.S. context. Drawing on this international experience, the report is intended to inform policy makers and practitioners and to promote the implementation of integrated watershed management approaches that are most likely to succeed. This report: Provides a decision-making framework of watershed management efforts at all scales in the United States. Evaluates past U.S. watershed management experience and identifies key characteristics for success as well as major challenges and opportunities for improving the watershed approach.
