To make small-scale fisheries in Thailand more sustainable, fishers need to invest in responsible fishing operations and technologies, reduce overfishing, contribute to fisheries management, and implement climate change adaptation measures. Small-scale fishers often do not have access to financial services to innovate and to make the necessary transition to sustainable fishing operations. Access to financial services will help them to innovate and adopt measures that will provide social, economic and environmental returns, the desired triple bottom line. The Asia-Pacific Rural and Agricultural Credit Association (APRACA) and FAO, in collaboration with the Bank for Agriculture and Agricultural Cooperatives (BAAC), implemented a project to analyse and improve the access of small-scale fishers to financial services in Thailand.The project identified the key finance and fisheries sector stakeholders, carried out surveys and interviews and conducted a techno-economic performance analysis of some major fishing fleets, to investigate the potential innovations for investment in small-scale fisheries. APRACA and BAAC drafted training materials and conducted various trainings on financing small-scale fisheries. The project also supported the launch of a national network for stakeholders involved in financing the fishing sector in Thailand (ThaiNet SSF). This circular provides a summary of the project achievements.

To make small-scale fisheries in Thailand more sustainable, fishers need to invest in responsible fishing operations and technologies, reduce overfishing, contribute to fisheries management, and implement climate change adaptation measures. The Southeast Asian Fisheries Development Center and FAO carried out an assessment of the sustainability of currently used fishing technologies and operations in Thailand, to identify options for innovation and improvements. This circular provides information on the current technological status of the Thai fishing fleets, the costs of fishing operations, the management of the main fisheries, and on the status of the main marine fisheries resources targeted by the various fishing fleets. Options for introducing technological innovations for fishing vessels include the reconfiguration of the hull by installing a bulbous bow, stabilizing fins, duct propellors and wave resistance reduction measures. On-board equipment innovations identified include hydraulic hauling systems, power blocks, refrigeration systems, fuel flow monitoring systems, solar panels, and LED lights. To improve safety, vessel owners are recommended to provide lifesaving equipment, radio communications and firefighting equipment, first aid kits, cooking and sanitation facilities, emergency stops on winches and hauling devices, lightning conductors, and distress signal devices. Fishing gear innovations such as circle hooks, low-resistance gears, turtle excluder devices, juvenile and trash excluder devices, and fish aggregating devices are also important innovations for fishing vessel owners to consider.This circular gives fishing vessel owners and financial service providers in Thailand insights in the innovations available, to make better informed fisheries investment decisions.

Small-scale fishers often do not have access to financial services to innovate and to make the necessary transition to sustainable fishing operations. The African Rural and Agricultural Credit Association (AFRACA) and FAO, in collaboration with the State Department for Fisheries, Aquaculture and the Blue Economy in Kenya, implemented a project to analyse and improve the access of small-scale fishers to financial services in Kenya. The project identified the key finance- and fisheries sector stakeholders, carried out surveys and interviews, and conducted a techno-economic performance analysis of some small-scale fishing fleets, to investigate the potential innovations for investment. A two-day stakeholder workshop was held in 2021, in which the participants agreed to constitute a CAFI-SSF Network Kenyan Chapter. AFRACA developed and tested training materials on lending to the fisheries sector for financial service providers. This circular provides a summary of the project achievements.

These Guidelines for increasing access of small-scale fisheries to credit and microfinance services in Asia have been developed to support the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The purpose of these guidelines is fourfold, i.e. to: • Increase awareness about the financial service needs of small-scale fishers (SSF) for more sustainable and inclusive access to finance; • Guide policy and decision makers in the Asia-Pacific region and elsewhere, to help introduce and incentivize financial services to small-scale fishers, with the ultimate objective to encourage investment in the industry and by doing so influence and strengthen sustainability, ecological and economic viability of these fisheries; • Build capacity among financial service providers, fisherfolk organizations, NGOs, and concerned government agencies, to design and implement financial service products and programmes that suit the needs of small-scale fishing communities and enhance social protection; and • Promote financial services that incentivize and reward a responsible and sustainable conduct of fishing, fish processing and marketing operations. The document commences by laying out the background and context, purpose and target audience of these Guidelines. It describes why microfinance and credit are important for small scale fisheries and why many small-scale fishers are not currently financed, which includes a discussion of risks. The Guidelines suggest entry and leverage points for actors interested in supporting the access of financial services for SSFs and compares agriculture (smallholders) and SSF business characteristics. The Guidelines identify a range of actors involved in finance of SSF, which include supply side, demand side, multifunction and enabling environment actors. It elaborates on the likely roles and activities of each category of actor, as well as their incentives and constraints in the provision or receipt of finance. The Guidelines describe some key good practices in the provision of microfinance and credit to SSFs and delves into some detail on the market, main activities and possible products, the role of product design, policies and procedures, marketing and promotion, risk assessment and credit analysis, delivery channels, loan monitoring and repayment elements and the need for product pricing to contribute to institutional sustainability. Finally, the Guidelines provide advice to second tier investors, including guidance on the use of smart subsidies, and when concessionary loan funds may be preferable to loan guarantees.

With the state of the world's marine fisheries in decline and an ever increasing global demand for seafood products, there is rising concern for the future of both our oceans and the more than 180 million people living in the developing world who depend on fisheries for their livelihood. In a country like Thailand, where approximately 3.3 million individuals are working within the fishing industry either full-time or part-time and where catch per unit effort has decreased significantly over the years, understanding ecological change (especially as perceived by fishers whose knowledge is derived and continually updated through everyday lived experience) is paramount. At the same time, recognizing management schemes that realize local realities and acknowledge not only the resource system but the actors that depend on it and the interactions therein is also of great importance. By adopting Ostrom's general framework for analyzing the sustainability of socio-economic systems the following research explores how ecological, social, and institutional factors are affecting small-scale fishers in the village of Khan Kradai, Prachuap Khiri Khan province. In doing so it contributes towards a deeper understanding of the reasons why small-scale fishers choose to either exploit local resources or use them in a more sustainable way.

This year’s report should dispel any lingering doubts that the world is moving backwards in its efforts to end hunger, food insecurity and malnutrition in all its forms. We are now only eight years away from 2030, but the distance to reach many of the SDG 2 targets is growing wider each year. There are indeed efforts to make progress towards SDG 2, yet they are proving insufficient in the face of a more challenging and uncertain context. The intensification of the major drivers behind recent food insecurity and malnutrition trends (i.e. conflict, climate extremes and economic shocks) combined with the high cost of nutritious foods and growing inequalities will continue to challenge food security and nutrition. This will be the case until agrifood systems are transformed, become more resilient and are delivering lower cost nutritious foods and affordable healthy diets for all, sustainably and inclusively.
