This book is a specially edited account of the final report of the Public Affairs Foundation to the International Development Research Center (IDRC). The research project attempts to survey and analyse some selected problem areas with regard to refugees arriving in Thailand from Indo-China. The study is directed primarily at refugees from Laos and Kampuchea and covers the period up to the end of 1988. The first chapter presents different perspectives on the problem, including the terminology, determination of status, resettlement countries and special groups. The second chapter examines the Thai Government's policy towards displaced persons with a historical overview. The book then looks at the government policy directives concerning refugee camp administration, the organization of the camps and their actual administration. Having looked at the camps from the administrator's point of view, the report describes the attitudes and expectations of the displaced persons by groups (lowland Laotians, Hmong, Kampucheans). The fifth chapter focuses on the socialization of refugee children and youth within the camps. Statistics are given for the age of camp populations and numbers and the educational level of displaced persons within the camps. In addition, there is information on the expectations about the future of children in the camps. The final chapters discuss the impact of law on those seeking asylum in Thailand, emerging trends and future strategies.

Massive refugee migrations in Southeast Asia set off in 1975 by changes of government in Vietnam, Cambodia, and Laos, are a problem of both humanitarian and political concern. The refugees pose potentially disruptive political problems for the asylum countries, Thailand, Malaysia, Indonesia, Singapore, the Philippines, and Hong Kong. Only a few countries, the United States, France, Australia, and Canada, have accepted an appreciable number of refugees for resettlement. In an effort to obtain worldwide participation in alleviating the Indochina refugee crisis, the United Nations High Commissioner for Refugees (UNHCR), has changed its funding program and has held international conferences aimed at obtaining more resettlement offers. It is imperative that appropriate asylum and additional temporary care facilities be provided and effectively managed. Current law does not clearly express U.S. intentions and commitments to refugee resettlement and has made planning and processing of refugees very difficult. Commitments need to be more formally embodied in law to express the will of Congress and possibly to motivate other nations to share refugee relief. A refugee admission and resettlement policy needs to be established.
