Exhibit 2, the notes that I made and the underlying parts in it that I thought he would be interested in showed that the Japanese were carrying on fullscale war against the Chinese. Their resources were far greater than the Chinese, their own resources, and without American shipments to China the Chinese would be unable to compete. The part that I noted for Mr. Sayre was that over reinforcements had been sent to a single part of the war front, with quantities of heavy artillery. It was fullscale attack by the Japanese.
