Great Britain is one of the safest countries in the world in terms of road deaths and the Department for Transport (the Department) is on track to achieve its overall road safety targets for 2010. It is unacceptable though that when compared internationally, Great Britain's record on pedestrian and particularly child pedestrian deaths per head of population is some way behind the best. Pedestrians and pedal cyclists (cyclists) are among the most vulnerable road users. They have little or no physical protection and have a higher rate of fatality per distance travelled than for any other mode of transport except for motorcyclists. In 2007, over 30,000 pedestrians and 16,000 cyclists were injured, with 646 pedestrians and 136 cyclists killed. Deaths and serious injuries among cyclists have fallen overall since the mid 1990s, but they have risen by 11 per cent since 2004 despite little change in the amount of cycling. The Department leads the promotion of road safety with a budget of £36 million in 2008-09, although most of the measures to improve road safety are carried out by local highway authorities with whom it must work closely. The Department uses data collected by the police to measure its performance on road safety but research suggests that serious injuries are under-recorded. To clarify this, the Department is taking steps to match hospital data with the police data.

Intersections are challenging locations for all road users, but they can be especially difficult for people walking and biking. Between 2014 and 2016, 27 percent of pedestrians and 38 percent of bicyclists killed in crashes were struck at intersections. The TRB National Cooperative Highway Research Program's NCHRP Research Report 926: Guidance to Improve Pedestrian and Bicyclist Safety at Intersections provides a succinct process for selecting intersection designs and operational treatments that provide safety benefits for pedestrians and bicyclists, and the most appropriate situation for their application. In 2016 and 2017, pedestrians and bicyclists made up 18 percent of all fatalities on U.S. streets, despite representing less than 4 percent of all trips. This continues an upward trend in these modes' share of roadway fatalities since 2007.

Walking and biking are becoming increasingly popular modes of transportation: nearly a million more people reported walking or biking to work in 2013 than in 2005. The use of parking charges and fines specifically to raise revenue by local authorities is neither acceptable nor legal. Annual parking accounts would allow the public to see how much local revenue is derived from the enforcement of fines, and what proportion of this come from on or off street parking charges. It's right that parking charges be determined locally, but hard to justify fines that substantially exceed penalties for more serious offences like speeding. DfT's statutory guidance should stipulate that local authorities implement a 'grace period' of 5 minutes after the expiry of paid-for time on any paid parking before enforcement officers issue a Penalty Charge Notice (PCN). The Guidance should be clarified and updated, particularly in relation to rules for loading and unloading. A 25% penalty charge discount should also be introduced for motorists who pay within 7 days of losing any appeal to a parking tribunal. Local authorities currently offer a 50% discount if motorists pay their penalty charge within 14 days, but this is not available to motorists who appeal to a tribunal. Motorists should also not have to appeal against PCNs where tribunal adjudicators have repeatedly identified a problem such as poor signage. Adjudicators should also be given powers to allow appeals where local authorities fail to follow statutory guidance concerning the use cameras. While businesses cannot be completely exempt from parking restrictions, local authorities must also ensure that the need to restrict parking and manage congestion does not stifle the ability of businesses to trade and help grow the economy

Although road accident deaths have halved between 1958 and 2007 whilst the number of licensed motor vehicles and vehicle mileage covered increased by 400 per cent, the current rate of 3,000 deaths and 250,000 injuries is still an unacceptably high level. Road accidents are the largest single cause of death for people between the ages of 5 and 35 in Britain, and road accidents cost our economy some £18 billion each year. The number of deaths and injuries on roads far outweighs the deaths and injuries in other transport modes, and should be viewed as a major public health problem. The Government should establish a British Road Safety Survey to track overall casualty and safety trends, and review current methods for recording road-traffic injuries. The Committee recommends a systems approach to road safety: ensuring the vehicle, the road infrastructure, regulations and driver training are designed to similar safety and performance standards. Other recommendations include: more 20 mph speed limits; a more proactive approach to determining the safety benefits of new vehicle technologies; action on young drivers - who represent a disproportionate risk to road users - and vulnerable users: motorcyclists, elderly and child pedestrians and cyclists, horse riders; a higher priority given to enforcement of drink-drive and drug-drive offences. The Committee recommends the establishment of an independent Road Safety Commission with powers to work across the whole of government, ensuring that a high priority and adequate resources are given to road safety and that all government departments and agencies give active support. The Government should also establish a road accident investigation branch, like those in aviation, rail and marine.
