This paper reviews public expenditure in Lithuania to identify areas where deeper structural reforms may be warranted to improve spending efficiency and contain future spending pressures. The analysis benchmarks spending in Lithuania against other European countries focusing on spending levels, spending composition, and spending outcomes, and for both economic and functional spending classifications. While recent expenditure consolidation efforts have kept public spending among the lowest in Europe, a transition from broad-based measures to more structural measures will be required: to ensure that low spending levels remain sustainable, to address poor social outcomes such as high inequality and poor health and education outcomes, and to efficiently and equitably contain spending pressures arising from an ageing population.

Achieving France’s medium-term fiscal targets will require significant expenditure efforts. This paper identifies areas where there is scope for increasing expenditure efficiency, with a view to achieving higher quality and more sustainable fiscal consolidation. The methodology is based on a triple benchmarking. First, the level of public expenditure in different categories is compared to other European countries. Second, the impact of spending is assessed against other European countries. Third, the input mix is analyzed to understand what components are responsible for the level of spending and for the quality of outcomes This is done for various categories of spending and policies. Based on these results, the paper then provides policy options for expenditure reform in each of these areas, drawing on successful reform episodes in other countries.

This paper identifies policy tools that could be used for fiscal consolidation in advanced and emerging economies in the years ahead. The consolidation strategy, particularly in advanced countries, should aim to stabilize age-related spending in relation to GDP, reduce non-age-related expenditure ratios, and increase revenues. Bold reforms are needed to offset projected increases in age-related spending, particularly health care. On the revenue side, measures could include improving tax compliance, for example through better international cooperation, as well as increasing the yield from VAT by eliminating exemptions and reduced rates, further developing property taxes, and increasing excise rates within the range of rates already applicable in comparable countries.

This paper assesses the efficiency of government expenditure on education and health in 38 countries in Africa in 1984-95, both in relation to each other and compared with countries in Asia and the Western Hemisphere. The results show that, on average, countries in Africa are less efficient than countries in Asia and the Western Hemisphere; however, education and health spending in Africa became more efficient during that period. The assessment further suggests that improvements in educational attainment and health output in African countries require more than just higher budgetary allocations.

The analysis presented in this Public Expenditure Review (PER) is designed to support the efforts of the Government of Cameroon (GOC) to enhance public expenditure efficiency and improve the quality of public goods and services. The report reviews public expenditure data over a 10-year period, examines trends in the composition and efficiency of spending, and assesses whether spending patterns are consistent with Cameroon's development objectives. The report includes an in-depth analysis of public investment, the budget category that has experienced the largest increase over past decade. It also evaluates the fiscal status of state-owned enterprises and explores the evolution of the wage bill, subjects that are especially relevant in Cameroon. Finally, the report reviews public health and education expenditures, which together account for 20.5 percent of total central government spending and which play a pivotal role in socioeconomic development and poverty reduction. The PER's recommendations are tailored to reflect the government's current fiscal consolidation effort and the ongoing implementation of its national development strategy. In 2009, the Government adopted the Growth and Employment Strategy Paper (Document de Stratégie pour la Croissance et l'Emploi, DSCE) as part of its overarching development agenda, Vision 2035, which calls for increased spending, a strong role for government in promoting private-sector development, and measures to enhance the delivery of social services. However, since 2014 Cameroon has joined other Central African Economic Community (CEMAC) member states in pursuing fiscal consolidation and expenditure rationalization. The PER offers specific recommendations for increasing expenditure efficiency across multiple sectors of the public administration.
