Seven months after the ratification of the treaty of 1763, the proper commissioners were instructed to pre pare a bill imposing a stamp duty on the Colonists. This bill was laid aside for a year, but in the meantime laws were passed to extend the Navigation Acts and modify American imposts.2 The news of these measures roused in tense excitement in the Provinces.
