Benefit to us all. I have no desire, and see no call, to make a lengthly address at this time, for until we have had a chance to look over our budget and counsel together on our coming year 's expenditures, it would be unwise for me to make many recommendations at this time. Standing Committees of the 'city Council will be named promptly so that work in this direction may be started at once. Our first problem is the one of Finance, for we must know as soon as possible how much money we are to have, and when our appropriations are made great care should be taken so that at the end of our year we will at lea-st be in a healthy financial condi tion.
