Excerpt from Development of Resources and of Economic Opportunity in the Pacific Northwest: Report of the Pacific Northwest Regional Planning Commission to the National Resources Planning Board In 1938, at the direction of the President, the National Resources Planning Board (then the National Re sources Committee) requested the Commission to under take a study of land and migration problems in the region.
