This book tests many of the assumptions, hypotheses, and conclusions connected with the presumed role of civil society organizations in the democratization of African countries. Taking a comparative approach, it looks at countries that have successfully democratized, those that are stuck between progress and regression, those that have regressed into dictatorship, and those that are currently in transitional flux and evaluates what role, if any, civil society has played in each instance. The countries discussed—South Africa, Ghana, Nigeria, Ethiopia, Egypt and Tunisia—represent a diverse set of social and political circumstances and different levels of democratic achievement, providing a rich set of case studies. Each sample state also offers an internal comparison, as each has historically experienced different stages of democratization. Along the course of each case study, the book also considers the effect that other traditionally studied factors, such as culture, colonization, economic development and foreign aid, may have had on individual attempts at democratization. The first extensive work on civil society and democratization in Africa, the book adds new insights to the applicability of democratization theory in a non-Western context, both filling a gap in and adding to the existing universal scholarship. This book will be useful for scholars of political science, economics, sociology and African studies, as well as human rights activists and policy makers in the relevant geographical areas.

This timely work presents cutting-edge analysis of the problems of U.S. foreign assistance programs--why these problems have not been solved in the past, and how they might be solved in the future. The book focuses primarily on U.S. foreign assistance and foreign policy as they apply to nation building, governance, and democratization. The expert contributors examine issues currently in play, and also trace the history and evolution of many of these problems over the years. They address policy concerns as well as management and organizational factors as they affect programs and policies. Foreign Aid and Foreign Policy includes several chapter-length case studies (on Iraq, Pakistan, Ghana, Haiti, and various countries in Eastern Europe and Africa), but the bulk of the book presents broad coverage of general topics such as foreign aid and security, NGOs and foreign aid, capacity building, and building democracy abroad. Each chapter offers recommendations on how to improve the U.S. system of aid in the context of foreign policy.

Drawing on comparative research in South Africa and Uganda, this article examines how far civil society organizations influence government policy and legislation and extend citizen participation in public affairs. The article also considers how far external funding influences policy engagement and outcomes. The main finding is that few civil society organizations have either a consistent level of engagement in the policy process or make a significant difference to policy outcomes.

In 2013 almost half of Africa's top aid recipients were ruled by authoritarian regimes. While the West may claim to promote democracy and human rights, in practice major bilateral and international donors, such as USAID, DFID, the World Bank and the European Commission, have seen their aid policies become ever more entangled with the survival of their authoritarian protégés. Local citizens thus find themselves at the receiving end of a compromise between aid agencies and government elites, in which development policies are shaped in the interests of maintaining the status quo. Aid and Authoritarianism in Africa sheds light on the political intricacies and moral dilemmas raised by the relationship between foreign aid and autocratic rule in Africa. Through contributions by leading experts exploring the revival of authoritarian development politics in Ethiopia, Uganda, Rwanda, Cameroon, Mozambique and Angola, the book exposes shifting donor interests and rhetoric as well as the impact of foreign aid on military assistance, rural development, electoral processes and domestic politics. In the process, it raises an urgent and too often neglected question: to what extent are foreign aid programmes actually perpetuating authoritarian rule?

For a number of decades, governance models imposed by traditional Western donors as a condition for aid to Sub-Saharan Africa have yielded only modest results. China's more recent efforts, by contrast, focus on cooperation with countries in the region to foster their national development. This can establish the conditions that allow improved democratic governance to emerge and flourish locally – but the Chinese model has drawbacks as well as benefits. This book examines and contrasts the two approaches toward Sub-Saharan Africa, highlighting the experience of Côte d'Ivoire.Š

"Democracy Works asks how we can learn to nurture, deepen and consolidate democracy in Africa. By analysing transitions within and beyond the continent, the authors identify a 'democratic playbook' robust enough to withstand threats to free and fair elections. However, substantive democracy demands more than just regular polls. It is fundamentally about the inner workings of institutions, the rule of law, separation of powers, checks and balances, and leadership in government and civil society. It is also about values and the welfare and well-being of its citizens, and demands local leadership with a plan for the country beyond simply winning the popular vote. This volume addresses the political, economic and extreme demographic challenges that African countries face. It is intended as a resource for members of civil society and as a guide for all who seek to enjoy the political and development benefits of democracy in the world's poorest continent. Finally, it is for donors and external actors who have to face critical decision - especially after ill-fated electoral interventions such as Kenya 2017 - about the future of observer missions and aid promoting democracy and good governance"--Inside front flap.
