THE FREQUENCY AND INTENSITY OF TROPICAL CYCLONES IN THE PHILIPPINES HAVE INCREASED IN RECENT years, with detrimental effects for the economy, socioeconomic welfare, and food security. An archipelago known for its climatic and ecological diversity, the Philippines is strongly affected by the adverse impacts of climate change, especially in the agricultural sector. Yet, apart from extreme events, it remains to be seen whether the climate impact will be unequivocally negative, or whether, on balance, some parts of the country may experience gains. An enhanced understanding of how these dynamics will affect the country’s major crops—rice, maize, sugarcane, coconuts, and bananas—is intended to assist Philippine communities in preparing for and adapting to these changes effectively and to assist donors and policy makers in helping them.

The global food system is characterized by large numbers of people experiencing food insecurity and hunger on the one hand, and vast amounts of food waste and overconsumption on the other. This book brings together experiences from different countries addressing the challenges associated with food security. Seen through various disciplinary lenses the different cases included are countries at various stages of food security, with diverse stories of success as well as failures in their efforts. The case studies identify interventions at regional, national and local level that contribute positively to food security, highlighting solutions that are effective and easy to implement for all levels of decision makers, from farmers to policy makers. Overall, the book provides insights in order to foster a greater understanding of the issues surrounding food security and support progress towards the goal of a sustainable food system for all.

New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

On 8 March 2020, the Philippine government declared the State of Public Health Emergency to address the coronavirus disease (COVID-19). On 13 March 2020, the Government imposed enhanced community quarantine (ECQ) over Luzon. Subsequently, similar measures were imposed throughout the country, including in Mindanao, and especially in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Although the COVID-19 epidemic is primarily a public health concern, the necessary measures enacted to contain the spread of the virus, especially the restrictions placed on the movement of people and goods, were likely to have a significant impact on all levels of the agricultural market chain. The Food and Agriculture Organization of the United Nations (FAO), International Fund for Agricultural Development (IFAD), the World Food Programme (WFP), and the United Nations Children’s Fund (UNICEF) decided to conduct a rapid assessment on the impact of the COVID-19 outbreak on food security and nutrition. The results of the impact assessment was envisioned to inform key government agencies in identifying the appropriate measures and programs that will ultimately help ensure food security for all, at all times.
