The idea of public support for the arts is being challenged. Multiculturalism has been proposed as a worthy and necessary goal of public arts policy; whether or not it should be is explored for the first time in this book. Issues of cultural pluralism, the relations of art and culture, justice and affirmative action, and artistic value are presented as essential points of debate in making decisions concerning public support of the arts. This book will be of interest to professionals and teachers in the arts, public policy, arts management, and education. Its focus on multiculturalism and its analysis of basic concepts related to timely issues of public arts policy make it a unique contribution.

LORD CARRINGTON Secretary General, North Atla/ltic Treaty Orga/lisation In providing a foreword to this volume, I have to declare an interest. I was, and am still, an enthusiastic advocate of the idea of having a resident Sovietologist at NATO headquarters, Indeed, I wondered how the work of the organisation had been done for so long without the benefit of a resident expert on a subject of such crucial interest. I was therefore delighted when an American academic of high reputation, Murray Feshbach, joined us as our first Sovietologist. I was also encouraged that he decided to organise last November a Workshop in which NATO staff could take part and which would attract prestigious participants from all the countries of this alliance, I saw for myself the high level of interest created by the Workshop, and judge it to have a very considerable success, I hope there will be other similar events in the future, There is no doubt that, in the light of the series of developments and changes launched over recent months by Mr.

The inside story of the political collpase of the Soviet Union is far better understood than the course of economic and social disintegration. In order to capture the story, the editors compiled a list of questions which they addressed to former top Soviet officials and economic and other policy advisors (both Soviet and foreign) who were privy not only to data on the functioning of the Soviet economy but also to the internal policy debate during the 1980s. This volume assembles the Informants' analyses of key issues and the turning points, and weaves them into a compelling history of systemic collapse. Among the topics investigated are: economic policies in the 1980s; the standard of living: the reliability of Soviet statistics; Gosplan's projections for the economy to the year 2000; was the arms race starving the civilian economy? the role of ideology in supporting the functioning of an economic system; the party's participating in economic management; the influence of foreign advisors; the struggle over a transition program; the functioning and collapse of the supply system, the CMEA, and the foreign trade system.
