Purpose and need: "In recent years, landings of dolphin and wahoo from the Atlantic, Caribbean, and Gulf of Mexico waters have increased. For example, on the average, between 1994 and 1997, the combined landings from all sectors of the fishery on the Atlantic reached an all time high for the management unit, with the highest landings being reached in 1995. Landing across all regions reached a peak in 1997. Given that the fishery is historically a recreational fishery, concern was raised when commercial landings in the Atlantic increased, due in part to an increasing number of longliners targeting dolphin or modifying their fishing practices such that dolphin and wahoo constitute a greater portion of their longline trips. While commercial landings have stabilized or decreased in some areas, there still exists the possible redirection of effort from vessels displaced from other directed fisheries ..."
