Each year the NAO reports to Parliament on the financial management of EU funds, based on the audit by the European Court of Auditors. This report examines the findings for the financial year 2002 and reviews key developments and policies to strengthen financial management and control of the EU budget. It also summarises reported rates of fraud and irregularities, and considers the financial control implications of EU enlargement to 25 countries, embracing 450 million people. Findings include that, for the ninth year in succession, the Court qualified its opinion on the reliability of the Community's accounts, noting the persistent weaknesses of the Commission's accounting systems.

Each year the National Audit Office reports to Parliament on the financial management of European Union funds, based on the audit by the European Court of Auditors. This report also draws on information provided by the European Commission on its reform strategy and action taken to tackle fraud, as well as considering the implications of forthcoming EU enlargement. For the year 2000, as in previous years, the Court qualified its opinion on the reliability of the Community's accounts. Some positive developments are noted, for example, improvements in the design of systems for managing and controlling expenditure on the Common Agricultural Policy have contributed to improved management of large amounts of EU funds. However, objectives behind Commission programmes are often poorly defined and evaluation systems inadequate. Despite efforts to simplify regulations and harmonise systems across Member States, complex procedures remain that prevent better management, reduction of administrative cost and the easing of the regulatory burden on final recipients of Community funds.

In 2006 the European Union's expenditure totalled £72.7 billion, with a revenue of £73.9 billion, and the UK's net contribution was £2.9 billion. The European Court of Auditors, for the thirteenth year in succession, did not provide a positive statement of assurance on the legality and regularity of most EU expenditure. This NAO report examines the state of financial management in the European Union. It is divided into three parts, with appendices. Part one examines the EU budget and the opinion of the European Court of Auditors on the 2006 financial year; part two outlines performance on the main expenditure areas; part three reviews developments in financial management and accountability.
