Because of the diversity of its functions, Commerce historically has not been managed on the basis of a unifying mission and shared goals. Strategic management of the department has been based in its bureaus. Its key administrative functions are decentralized. The GAO recently worked with the Commerce Office of the Inspector General (IG) to provide the committee with a joint analysis of the major management problems facing the department. The IG took the lead in identifying specific program areas most in need of reform to improve efficiency and effectiveness, while the GAO took the lead in describing steps taken to implement the Government Performance and Results Act and the Chief Financial Officers (CFO) Act, and to adjust the Department's information systems to the year 2000.
