In response to a Headquarters Air Force Logistics Command thesis proposal, this research demonstrated the feasibility of measuring technical productivity in a depot maintenance environment. Linear fractional programming techniques called Data Envelopment Analysis (DEA) and Constrained Facet Analysis (CFA) were used to show that the productivity of not-for-profit maintenance organizations can be reliably measured and directly supportive of management decision making. DEA/CFA analyses can measure multiple inputs and outputs simultaneously and display results in an easily understood format. This research stresses close cooperation between modelers and managers in selecting input/output variables so that information derived from the analysis can be used effectively. The results of this research were accepted by using managers as accurate, simple and useful in their decision making. Additionally, DEA/CFA techniques appear to have a wide range of potential uses in many Air Force organizations where productivity, capacity and resource allocation analysis are needed. (Author).

This thesis developed from a recommendation by an earlier research effort, sponsored by HQ AFLC, to expand the application of Data Envelopment Analysis (DFA) and Constrainted Facet Analysis (CFA) to measure technical productivity in a depot level maintenance environment. Two levels of productivity within an Air Logistics Center, the Resource Cost Center (RCC) and the Section, which is composed of several RCC, were analyzed to support management decisions for improving the efficiency of production. Each organization was analyzed over a time period of twelve quarters. This research proved the DEA/CFA model is an effective tool for total productivity measurement and demonstrated the need for careful selection of input/output measures. The use of the DEA/CFA model and results of this research were accepted by management as a useful method for analyzing, the productive efficiency of an organization and determining the impact of sub-units (RCCs) on the overall productive efficiency on the next level up (Section) in the organization. This research advances the application of the Data Envelopment Analysis (DEA) and the Constrained Facet Analysis (CFA) models to measure total factor technical productivity on maintenance levels above the Cost Center at Headquarters Aerospace Guidance and Metrology Center (HQ AGMC/MA). Input resources consumed and output quantities produced for eighteen Cost Centers, five Branches, four Divisions and the Directorate within AGMC/MA were collected, evaluated aggregated and applied to the DEA/CFA models for the Fiscal Year 1983 through the second quarter of the Fiscal Year 1985. Eleven Cost Centers, four Branches, two Divisions and the Directorate were then compared against themselves over those ten observation quarters and the analyses were discussed and validated by different HQ AGMC/MA management levels. The results of this research were deemed acceptable by these using managers as a useful aid to their decision making and demonstrates the capability of the DEA/CFA models to measure total factor technical productivity on maintenance levels above the Cost Center.
