The trend in forestry is toward shorter rotations and more complete utiliza tion of trees. The reasons are: (1) financial pressures to obtain rapid returns on the forestry investment made possible by an earlier harvest; (2) enforced harvest of young plantations to maintain a continuing supply of cellulose for mills where wood shortages are experienced; (3) thinning young plantations, both because they were planted too densely initially and because thinning is done where long rotation quality trees are the forestry goal; (4) more intensive utilization is being done using tops and small diameter trees; and (5) there is interest in using young (juvenile) wood for special products because of its unique characteristics and the development of new technologies. The largest present-day source of conifer juvenile wood is from thinnings of plantations where millions of hectares of pine were planted too densely. Because of the better growth rate resulting from improved silviculture and good genetic stock, plantations will need to be thinned heavily. As a result of this trend, young wood makes up an increasingly larger proportion of the total conifer wood supply each year. Large amounts of juvenile wood from hard woods are also currently available, especially in the tropics and subtropics, because of the fast growth rate of the species used, which results in shorter rotations and ess~ntially all juvenile wood.

Even though most of the biomass of the planet is in forests, we live in a world where wood as a raw material and its products are increasingly scarce. This is particularly so in important areas such as the European Community, which is far from self-sufficient in terms of wood. In recent years the need to intensify forest production and, in some cases, to uti lize abandoned agricultural land for forestry has focussed world-wide attention on the economic importance of fast-growing tree plantations. These are usually managed as short "rotations" (growing cycles) of less than 15 years, often for the production of industrial raw materials or biomass for energy. Under the designation of fast-growing tree plantations, or short rotation silviculture, one may find ecosystems managed for different economic objectives, with different intensities of technical intervention and different levels of productivity. They may include any of a wide range of species grown under various environmental conditions. A common factor, however, is the greater possibility that exists, relative to conventional forestry, for manipulation of both the environment and the genetics of the trees.

How global forest management shifted from an integrated conservation model to a bifurcated system of timber plantations and protected areas. Today, the world's forests are threatened by global warming, growing demand for wood products, and increasing pressure to clear tropical forests for agricultural use. Economic globalization has enabled Western corporations to export timber processing jobs and import cheap wood products from developing countries. Timber plantations of exotic, fast-growing species supply an ever-larger amount of the world's wood. In response, many countries have established forest areas protected from development. In this book, Brett Bennett views today's forestry issues from a historical perspective. The separation of wood production from the protection of forests, he shows, stems from entangled environmental, social, political, and economic factors. This divergence—driven by the concomitant intensification of production and creation of vast protected areas—is reshaping forest management systems both public and private. Bennett shows that plantations and protected areas evolved from, and then undermined, an earlier integrated forest management system that sought both to produce timber and to conserve the environment. He describes the development of the science and profession of forestry in eighteenth- and nineteenth-century Europe; discusses the twentieth-century creation of timber plantations in the Americas, Asia, Africa, and Australia; and examines the controversies over deforestation that led to the establishment of protected areas. Bennett argues that the problems associated with the bifurcation of forest management—including the loss of forestry knowledge necessary to manage large ecosystems for diverse purposes—suggest that a more integrated model would be preferable.
