Improving social assistance programs is imperative to addressing problems of poverty and vulnerability in Malawi. Emergency aid has played an important role in alleviating hunger during humanitarian crises such as those in 2015-16 and 2016-17. However, the Government of Malawi and development partners recognize that emergency responses are not a sustainable solution to address vulnerability. This qualitative study examines the characteristics of resilient households and perceived effects of programs to improve food security and resilience from the perspectives of the beneficiaries and communities they serve. This beneficiary-centered approach explores socially-defined concepts of resilience, associated coping strategies, norms and political dynamics affecting programs. These findings can provide useful insights to improve the effectiveness of social assistance programs in this context.

Following poor harvests in the 2015/16 cropping season in Malawi, vulnerability assessments found that nearly 6.7 million people, primarily in the Southern and Central regions, were likely to suffer from food insecurity before the next harvest. The government of Malawi and its development partners designed the 2016/17 Food Insecurity Response Programme (FIRP) in Malawi to meet the food needs of many of the households affected, mobilizing approximately USD 265 million in resources to do so. In the wake of this intervention, a team led by the International Food Policy Research Institute was contracted to assess the quality of this humanitarian response along four primary dimension: Assess the quality of the national food security assessments which began the response; Investigate the accuracy of the geographical and beneficiary targeting within selected areas; conduct an operational assessment of the humanitarian response design and implementation; and Assess overall programme and draw technical, market, and methodological implications for the design of future humanitarian responses and their contribution to resilience building. This Discussion Paper provides considerable detail on which facets of the implementation of FIRP were successful and where implementation fell short in addressing the needs of the affected population, in ensuring that Malawi was better prepared for future food crises, and in laying a foundation for improved resilience in the face of such shocks for both the affected households and Malawi as a whole. The 2016/17 FIRP was largely successful in preventing disaster and saving lives and livelihoods. However, the assessment of the design and implementation of the FIRP highlighted the high level of dependency of the Malawi government on its development partners for resources to undertake such humanitarian responses and the significant deficiencies in the technical and institutional capacity of the institutions responsible for responding. Unless the cycle of food insecurity is broken and the resilience of Malawian food systems increased, the government of Malawi and its development partners will continue to depend on FIRP-type interventions to save people’s lives and protect them from food insecurity and hunger.

New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

This dissertation's three essays explore the determinants of food insecurity for rural farm households, the influence of rainfall variability and long-run changes in rainfall levels on the migration decisions of working-age household heads, and the distributional impacts in core and periphery regions of food assistance to households in the hinterland. The first essay examines how socio-economic characteristics of households, local conditions, and public programs are associated with the probability that a farm household in rural Malawi is food insecure. The statistical analysis uses nationally representative data for 7,965 randomly-selected households interviewed during 2004/05 for the second Malawi Integrated Household Survey (IHS-2). Regressions are estimated separately for households in the north, center, and south of Malawi to account for spatial heterogeneity. Results of a Probit regression model reveal that households are less likely to be food insecure if they have more cultivated land per capita, receive agricultural field assistance, reside in a community with an irrigation scheme, and are headed by an individual with a high school degree. Factors that positively correlate with a household's food insecurity are number of household members and distance to markets. The second essay uses nationally representative data from Malawi's 2004/05 Integrated Household Survey (IHS-2) to examine whether rainfall conditions influence a rural worker's decision to make a long-term move to an urban or another rural area. Results of a Full Information Maximum Likelihood regression model reveal that (1) rainfall shocks constrain migration, most likely by making it difficult for prospective migrants to cover costs of migration, (2) migrants choose to move to communities where rainfall variability is lower, and (3) rainfall shocks have larger negative effects on the earnings of recent migrants than on long-time residents' earnings. The third essay examines how benefits from food assistance programs to needy households spillover between areas and among household income groups in the United States. We study the effect of the Supplemental Nutrition Assistance Program (SNAP) in the Portland Oregon metro Core and its Periphery trade area, using a Multiregional Input- Output (MRIO) model based on a Social Accounting Matrix (SAM). The analysis captures direct, indirect and induced effects of SNAP on each region and spillover effects on the other region. SNAP benefits to the lower income household classes in each region are traced to their effects on the local economy in each region, and to the effects on household income by income class. The analysis finds that (1) the economic impact on the Portland Core from a given level of SNAP benefits to households in the Periphery is greater than the economic impact in the Periphery from the same level of SNAP benefits to households in the Core; (2) high-income households benefit more than low-income households from the indirect and induced economic impact of SNAP.

Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

We assess the impact of Ethiopia’s flagship social protection program, the Productive Safety Net Program (PSNP) on the adverse impacts of the COVID-19 pandemic on food and nutrition security of households, mothers, and children. We use both pre-pandemic in-person household survey data and a post-pandemic phone survey. Two thirds of our respondents reported that their incomes had fallen after the pandemic began and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, we find that the household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the PSNP offsets virtually all of this adverse change; the likelihood of becoming food insecure increased by only 2.4 percentage points for PSNP households and the duration of the food gap increased by only 0.13 months. The protective role of PSNP is greater for poorer households and those living in remote areas. Results are robust to definitions of PSNP participation, different estimators and how we account for the non-randomness of mobile phone ownership. PSNP households were less likely to reduce expenditures on health and education by 7.7 percentage points and were less likely to reduce expenditures on agricultural inputs by 13 percentage points. By contrast, mothers’ and children’s diets changed little, despite some changes in the composition of diets with consumption of animal source foods declining significantly.

We study how two aspects of food insecurity - caloric insufficiency and diet composition - are affected by aggregate economic fluctuations. The use of cross-country panel data allows us to adopt a global prospective on the identification of the macroeconomic determinants of food insecurity. Income shocks are the most relevant driver of food insecurity, displaying high elasticities at the early stages of economic development. The role of food price shocks is more limited. Social protection has a direct effect and mitigates the impact of income shocks. Effects are highly heterogeneous across a range of structural characteristics of the economy, highlighting the role of distributional aspects and of food import dependency.

Although there is widespread food availability in urban areas across the Global South, it is not correlated with universal access to adequate amounts of nutritious foods. This report is based on a household survey conducted in 2015 in six low-income informal areas in Malawi’s capital city, where three-quarters of the population live in informal settlements. Understanding the dimensions of household food insecurity in these neighbourhoods is critical to sustainable and inclusive growth in Lilongwe. The survey findings provide a complementary perspective to the 2008 AFSUN survey conducted in Blantyre, which suggested a level of food security in urban Malawi that was probably more typical of peri-urban areas where many people farm. Given that informal settlements house most of Malawi’s urban residents, the Lilongwe research presents a serious public policy challenge for the country’s leaders. Poverty is a profound problem in Malawi’s rapidly expanding cities. Of particular concern is the poor quality of diets among residents of informal settlements. Precarity of income, reflected in the survey findings of frequent purchasing of staple foods and the need for food sellers to extend credit, appears to be a key driver of food insecurity in these communities. Economically inclusive growth, with better prospects for stable employment and protection for informal-sector workers, appears to be the surest route to improved urban food security in Malawi.

Food security means access by all people at all times to enough food for an active and healthy life. Available data suggest that more than 700 million people in the developing world lack the food necessary for such a life. No problem of underdevelopment may be more serious or have such important implications for the long-term growth of low-income countries. This report outlines the nature and extent of food security problems in developing countries, explores the policy options available to these countries in addressing these problems, and indicates what international institutions such as the World Bank can and should do to help countries solve their food security problems.
