The Motor Carrier Division (MCD) of the Texas Department of Transportation (TxDOT) typically issues more than 45,000 permits each month for oversize and/or overweight vehicles. The current procedure for attending permit requests for superheavy vehicles is entirely manual and requires hundreds of man-hours. This report documents the efforts to implement a procedure for the automated route evaluation for overweight/oversize vehicles. The procedure uses a network representation of the On-system roads according to TxDOT base maps to identify bridges on the vehicle's route. The bridges' adequacy, in terms of clearances and weight restrictions, are evaluated. The weight capacities of the bridges are determined according to Texas Administrative Code requirements and/or through Bridge Load Formulae. Description of the operation of the system for routing, as well as for bridge management applications are included.

Government stakeholders rely upon traffic information such as the weight of trucks on the roadways to provide and maintain safe and reliable highway/bridge infrastructure. Bridge weigh-in-motion (BWIM) provides an alternative to conventional static weigh stations for obtaining vehicle axle weights. Traditional BWIM algorithms are capable of predicting the axle weights of vehicles traveling at constant speed across a bridge with known influence line, but they often lose accuracy when measuring vehicles are traveling at nonconstant speed. This thesis presents a methodology to improve BWIM accuracy when measuring a vehicle traveling at nonconstant speed by transforming variable speed response data to constant speed data. A BWIM package capable of determining vehicle speed and axle spacing, calculating the influence lines of a bridge, and predicting the axle weights of a vehicle crossing the bridge is developed in MATLAB. A numerical study is performed using finite element analysis in MATLAB to evaluate the performance of the BWIM package when measuring loads traveling at constant speed and variable speed. The results of the numerical study show the speed correction is able to improve BWIM accuracy for a variable speed vehicle to nearly the accuracy level of a constant speed vehicle. A field study is also performed. A vehicle with known weight was used as a calibration vehicle to measure the influence line of a bridge on the University of Alabama campus. A different vehicle was then driven across at constant speed, then again at variable speed to generate data for various study cases. Results of the field study showed that correcting variable speed response data can significantly improve the accuracy of axle weight predictions, but more research is required to reach the accuracy level BWIM is able to achieve when measuring constant speed vehicles.

Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS)* at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the though that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemi nation. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 37 (thesis year 1992) a total of 12,549 thesis titles from 25 Canadian and 153 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 37 reports theses submitted in 1992, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.
