Should the European Neighbourhood Policy stop at the borders of the European Union’s immediate neighbouring countries? This book is the first full length study of the ’neighbours of the EU’s neighbours’, a concept originally introduced by the European Commission with reference to Saharan Africa, the Middle East and Central Asia. These regions in the EU’s broader neighbourhood are often perceived as an ’arc of crisis’ from which manifold challenges emanate for Europe. This timely book takes stock of the state of the EU’s cooperation with the neighbours of its neighbours and explores how the concept might help promote security, stability and prosperity beyond the countries which are formally part of the European Neighbourhood Policy. How can the EU create bridges between these regions? What instruments does the EU have at its disposal and how can it link them in order to respond to the challenges and overcome the current fragmentation? One of the conclusions is the suggestion to consider a pragmatic ’EU Strategy for the Neighbours of its Neighbours’ which addresses the needs of the broader EU neighbourhood in a more systematic and consistent manner and helps transform in the long run the ’arc of crisis’ into another ’ring of friends’.

This book proposes to cast some theoretical and empirical light upon the external dimension of Justice and Home Affairs (JHA) which has become a priority in the European Union (EU)’s external relations. Counter-terrorism, visa policy, drug trafficking, organized crime or border controls have indeed become daily business in EU’s relations with the rest of the world. The external dimension of JHA is a persistent policy objective of the EU and its member states, as the 1999 Tampere summit conclusions, the 2000 Coreper report, the 2005 Strategy for the External Dimension of JHA, and the integration of JHA chapters under the European Neighbourhood Policy testify. The Europeanisation of Contested Statehood: The EU in northern Cyprus acts as a case study of the impact of the EU on institutions, political parties and civil society in 'contested states', self-declared states which remain unrecognised in world politics. Research drawn from qualitative analysis of official documents, public discourse and interviews with various officials and political and social elites within the EU and at a local level provides new insights as to the impact of the EU on northern Cyprus as well as a fresh understanding of the relevance of the EU to contested states in general. The Caucasus region and Central Asia covers a large part of the Eurasian. Both regions, where Russia and China have a serious influence and visibility, also have a location that reflects the hegemonic expectations of both these actors. The Caucasus stands out especially with energy projects and its feature of being a commercial corridor.

In Continent by Default, Anne Marie Le Gloannec, a distinguished analyst of contemporary Europe, considers the European Union as a geopolitical project. As Continent by Default makes clear, the EU cannot devise strategy because foreign policy remains the privilege of national governments. It is a geopolitical actor without geopolitical means.
