Formed in 1947, the United Nations Economic Commission for Europe (UNECE) was the first postwar international organization dedicated to economic cooperation in Europe. Linking the universalism of the UN to European regionalism, both Cold War superpowers, the USA and the Soviet Union, were founding members of the UNECE. Building on the League of Nations' difficult heritage, and in an increasingly challenging political environment, the UNECE's mission was to facilitate European cooperation transcending the boundaries set by the Cold War . With a number of competitor organizations set against it, the UNECE managed to carve out a niche for itself, setting norms and standards that still have an impact on the everyday lives of millions in Europe and beyond today. Working against an overwhelming geopolitical trend, UNECE succeeded in bridging the Cold War divide on several occasions, and maintained a broad system of contacts across the Iron Curtain. This book provides a unique study of this important but hitherto under-researched international organization. Incorporating research on the Cold War, the history of internationalism and European integration, Stinsky weaves these different threads of historical enquiry into a single analytical narrative.

Presenting academic papers and edited transcripts of panel discussions first presented at the Third Workshop on European Competition Law held in Florence in 1998, this volume provides insight into the debate of whether governments or the European Union should intervene to prevent powerful firms from abusing their control of critical gateways between consumers and communication information services. The volume's three sections, consisting of a panel discussion accompanied by from nine to 12 academic papers, are organized into three themes: regulating access to bottlenecks; agreements, integration, and structural remedies; and institutions and competence. Panel participants include professors of economics, law, and telecommunications; lawyers specializing in European trade and telecommunications law; policy, trade, and technology advisors and consultants; and others. Bottlenecks introduces a powerful new way of understanding equal opportunity. Rather than literal equalization, Joseph Fishkin argues that Americans ought to aim to broaden the range of opportunities open to people, at every stage in life, to pursue different paths. This approach has significant implications for public policy and antidiscrimination law.

Bringing together case studies from several European countries, this book provides an in-depth examination of the evolution of European spatial policy. It offers an experimentation of new interpretative approaches to spatial planning which will prove essential to the international debate.

Using numerous practical examples, this book examines the evolution of EC telecommunications law following the achievement of liberalisation, the main policy goal of the 1990s. After reviewing the development of regulation in the run-up to liberalisation, the author identifies the methods used to direct the liberalisation process and tests their validity in the post-liberalisation context. A critical analysis is made of the claim that competition law will offer sufficient means to regulate the sector in the future. Particular emphasis is given to the way in which EC Competition Law changed in the 1990s using the essential facilities doctrine, an expansive non-discrimination principle and the policing of cross-subsidisation to tackle what were then thought of as regulatory matters. Also examined within the work is the procedural and institutional interplay between competition law and telecommunications regulation. In conclusion, Larouche explores the limits of competition law and puts forward a long-term case for sector-specific regulation, with a precise mandate to ensure that the telecommunications sector as a whole fulfils its role as a foundation for economic and social activity.

Competition between firms is usually the most effective way of delivering economic efficiency and what consumers want. However, there is a balance to be struck. Firms must not be over-regulated and so hampered in their development of innovative products and new strategies to compete for customers. Nor must they be completely free to satisfy a natural preference for monopoly, which would give them higher profits and a quieter life. The economic role of competition policy (control of anticompetitive agreements, mergers and abusive practices) is to maintain this balance, and an effective policy requires a nuanced understanding of the economics of industrial organization. Cases in European Competition Policy demonstrates how economics is used (and sometimes abused) in competition cases in practical competition policy across Europe. Each chapter summarizes a real case investigated by the European Commission or a national authority, and provides a critique of key aspects of the economic analysis.

Eurocorridors are characterized by intensive transport flows and dynamic patterns of establishment and household locations. They are also considered the backbones of powerful spatial and economic forces in the areas that connect urban regions. One of the main difficulties in the spatial planning of eurocorridors has been the need to engage in different types of collective action. Such an approach can be extremely challenging in practice, useful to researchers in the field and to professionals as well. In the light of this, the book’s main objectives are: - To define the problem by analyzing the key features, which include freight and passenger transport policies and issues; the territorial context, with its geographical, social, economic and cultural aspects; the plurality of subjects with different aims and resources and the lack of homogeneous information. - To illustrate assessment models and evaluation frameworks (MCDA; Discrete Choice Analysis; Collaborative Assessments; Geovisualization Technologies) in theoretical terms and by the use of case studies.
