The initiative and leadership for this edited volume came from the European Institute for Asian Studies (EIAS) based in Brussels. The book discusses questions related to the different European perspectives on Taiwan in various fields, asking, in particular: How has the European Union dealt with the unsolved status of the Republic of China on Taiwan? In which ways has Europe been seen as a model for Taiwan’s transformation, and, does the example of the EU offer any lessons for cross-Strait integration? Furthermore, the authors, well-known specialists drawn from disciplines, such as, economics, political science, international law, history, and cultural studies, are equally interested in Taiwan’s perspectives on Europe and in the historical relationship between Taiwan and Europe.

While there are probably many different and sometimes conflicting opinions on Europe's relations with Taiwan and Taiwan's economic and geostrategic importance, the dominant European Union (EU) view today can be summed up as follows: 1. Taiwan is a vibrant democracy whose economy and society have remained very dynamic but increasingly depend on China; 2. Since 2008, relations between Beijing and Taipei have dramatically improved, stabilizing the situation in Taiwan Strait; however, Taiwan's security has deteriorated under the double impact of China's rapid military modernization and sustained pressure on the island and of Taiwan's economy and society, and the elites' growing interdependence and gradual integration with China; 3. The relationships between the EU or its member states and Taiwan are, on the whole, positive and expanding; at the government level, they remain unofficial and generally consider Beijing's sensitivities, but at the parliamentary, corporate, and societal levels, Euro-Taiwanese relations are warm and close, nurturing connections with both sides of the political spectrum and, perhaps more importantly, with the various facets of Taiwan's economy, society, and culture; 4. China's rise has contributed to weakening Taiwan's position in the EU's common foreign and security policy and raising more questions about the island's future and ability to indefinitely resist unification with the mainland; the debate taking shape today in the United States about America's long-term interest in and capability to guarantee Taiwan's security is feeding these doubts. Often prevalent among businesspeople and some segments of the political elites, this view is nevertheless rarely shared by EU political decision makers, strategic thinkers, and China/Taiwan experts.

This book addresses the following fundamental questions: With the EU seeing Taiwan as a partner on its own merit (rather than exclusively through the China factor lens), how can the two sides consolidate this new normal, what next? How can they expand cooperation in a way that both increases the EU’s role in shaping Taiwan’s future and empowers Taiwan to exercise agency? Taiwan’s geo-strategic relevance is likely to grow in the Indo-Pacific, a region of great significance to the EU’s own interests. Protecting these will require a more engaged Europe. In this trenchant and engaging volume, Dr. Ferenczy explores what European policy towards the Asian hotspot should be, of interest to policymakers, scholars and journalists.

This book is about the basis and scope of impact that Taiwan – a democracy with a population of around 23 million – has on China, the most powerful remaining Leninist state which claims sovereignty over Taiwan and has a population of over 1.3 billion. It examines how Taiwan has helped China in its economic transformation, but argues that the former exercises greatest influence through its soft power. The expert and timely contributions in this book demonstrate how Taiwan exerts real influence in China through admiration of its popular culture, be it in music or literature, as well as its reach into politics and economics. As mainland Chinese visit Taiwan, they are most impressed with civility in everyday living based on a modernized version of the traditional Chinese culture. However, discussions in the book also reveal the limits of Taiwan’s impact, as the Chinese government tightly controls the narrative about Taiwan and does not tolerate any Taiwanese posing a threat to its monopoly of power.
