The Arab oil embargo of October 16, 1973, had an immediate impact on the U.S. and President Nixon took executive actions to deal with the emergency. On October 11, 1974, Congress created the Energy Research and Development Administration (ERDA) in response to the Nation's growing need for additional sources of energy. The ERDA would coordinate energy programs formerly scattered among many federal agencies, and serve as the focal point for a major effort by the federal Government to expand energy research and development efforts. New ways to conserve existing supplies as well as the commercial demonstration of new technologies would hopefully be the fruit of the Government's first significant effort to amalgamate energy resource development programs. As this history shows, the ERDA was an important step that led to the creation of a cabinet-level Department of Energy (DOE) in fall 1977 by President Carter.
