In its Green Paper about the need for labour market reform, the European Commission argued that the increasing diversity of 21st century working relationships means that existing labour law is no longer adequate. This report brings together the evidence from a wide range f experts and representative bodies about these issues as they affect the UK labour market. It finds that the evidence does not support the Commission. The consensus is that the relatively light regulation of the UK labour market is advantageous and that problems of social disadvantage and structural unemployment are better addressed by measures aimed at tackling poor skills and social inequality rather than changing labour law. The report therefore recommends that efforts at EU level should focus on the promotion and sharing of good practice, rather than the introduction of new legislation.

This book originates from the research project 'New discourses in labour law' held at the European University Institute. A detailed analysis of part-time work regulation is presented for seven European countries, in order to ascertain how internal domestic choices of the legislatures have merged into the 'Open method of co-ordination'. The impact of European employment policies is considered in parallel with the implementation of the Directive on part-time work, thus providing a complete overview of both soft and hard law mechanisms available to national policy-makers. In this 2004 work, the interaction between law and policy emerges as a dynamic and constantly changing process of exchange between national and supranational actors, through the use of concrete examples of lawmaking. Labour law is put forward as being central in the current evolution of European law, and this centrality is presented as a confirmation of innovation and continuity in regulatory techniques.

This title was first published in 2000: One of the most significant features to emerge in the world of work during the past decade has been the change from long-term employment, often with one employer, to a pattern of short-term, flexible working arrangements involving short-term contracts, frequent spells of unemployment, rapid movement into and out of employment and greater labour mobility. This text examines the social and economic consequences of this employment flexibility. The book derives from the 2nd Anglo-French Conference on the Transferability of Social Policy held in 1998, which focused on the problems created by employment flexibility and the appropriate policy responses, it also presents commentaries on the consequences of flexibility in Britain and France.
