Excerpt from Eleventh Annual Report of the Trustees of the Public Library, 1863 It is also satisfactory to observe, that notwithstanding the great increase of the price of the foreign books, owing to the present rate of exchange, the number of volumes added to the Library since the last annual enumeration is equal to the average of former years. In administering the important institution commit ted to their care, the Trustees have continued to act on the principles which have governed the Board in former years, viz. That of making it as extensively and practically useful as possible. In purchasing books, nothing has been done for luxurious display. No high priced book has ever been bought because it was a great bibliographical curiosity, but the funds of the City and of our generous benefactors, entrusted to the care of the Board for the purchase of books, have been exclusively expended for these which were deemed of substantial utility. The institution, however, is under obligations to several of its liberal friends for works of costly magnificence. In the regulations for the consultation and loan of books, the Trustees have studied the greatest amount of accommodation to the public, consistent with a just regard to the safety and proper care of the collection. It is correctly observed by the Superintendent, that it would not have been difficult, by the adoption of more stringent rules, to prevent the loss of some volumes and some injury of others in the course of the year, but it has been thought better, upon the whole, to submit to this inconvenience, which is not great, than to enforce regulations which would embarrass the free use of the Library now enjoyed; and which the Trustees think they may with truth say, exceeds that of any other public library in this country, perhaps in the world. Excerpt from Eleventh Annual Report of the Board of Trustees and Tenth Annual Report of the Librarian of the Public Library, District of Columbia: For the Fiscal Year Ended June 30, 1908 It failed, however, to receive favorable action in the Senate, and in the library trustees' report of June 30, 1904, the following reasons for this failure were suggested: The Opposition to the measure in the Senate was based upon an indisposition to authorize by implication any undefined branch - library expenditures which might by any possibility under the 10 or cent maintenance condition of Mr. Carnegie's donation, impose an onerous burr en upon both local and national taxpayers. The fact that the primary need Of the present is the proper development of the main library and that branch-building expansion, with the accompanying burdens of maintenance, must, even if authorized, be postponed in execution until the future has been and is thoroughly appreciated by the Commissioners and the library trustees. And it is not believed that. If the power to specify the time of branch-library extension had been confided to them. Any evil could possibly have resulted from the general acceptance of Mr. Carnegie's Offer of funds to be available for the erection of branch-library build ings at any date or dates in the future when the District could afford to maintain them. Congress has, however, indicated its unwillingness to authorize broadly this general acceptance of the offer. And it will be necessary to seek authority separately In every instance to accept the exact amount required to build some specified branch library building if and when the District. Excerpt from Twenty-Fourth Annual Report of the Trustees of the Public Library, 1876 In the report of the last year the Trustees asked the atten tion of the City Council to the necessity of a prospective en largement of the Boylston-street building, by the erection of a suitable addition to it upon the estate adjacent, purchased for that purpose by the city in the year 1872. They also proposed to present suitable plans for this improvement pre vions to the preparation of the appropriation bill for the present year. But, in consequence of the depressed financial condition of the community, it was deemed best to await a more prosperous season before calling for such a considerable expenditure as would secure the fire-proof structure needed for the Library extension. During the year, however, the needs of the institution were so pressing for the catalogue department, that an ex tension of two stories was made behind the bates-hall floor, giving two rooms 45 X 16 feet, and relieving the floor and galleries of the blocking and confusion caused by insufficiency of room. This addition is of wood, covered with sheet iron. To it should be added iron or steel shutters, to make it tolerably safe from any neighboring fire. This structure is not of such a character as would have been afforded by the proposed extension on Boylston street, and will, at least, it is to be hoped, serve only a temporary purpose. The collection of books is now of such great pecuniary value, that simply as a matter of money the city cannot afford to run any risks with it that prudence can avoid. It is hoped that plans will be submitted early next year to the Council, after they have been approved by the Board, for such an edifice as the proximate wants of the institution require. Excerpt from Thirty-Third Annual Report of the Trustees of the Public Library, 1885 Their report is a sensible and thoughtful document, and will be read with interest by all friends of the institution. Of their practical suggestions but few require any com ment on the part of the Trustees. The Art-room was originally set aside for the ladies' read ing-room, and devoted to that purpose. But after the various additions made to the art collection, so many visitors were attracted by it that it was found expedient to limit its occupation for women alone to the hours after 6 pm. - the time when ill-disposed persons might possibly intrude. It is not understood that any complaint has been made to those in charge of the room of any incivility to ladies or young women by daylight. With regard to the character of the fiction and juveniles, purchased of late years for the Lower Hall and Branches, it should be stated that an examination of each volume has been made by a competent person before purchase, and those of questionable usefulness rejected. The new cata logue of this class of books, now passing through the press, has been subjected to critical examination for the purpose of excluding any and all volumes whose tendencies were doubt ful or injurious. The public demand for this class of reading increases year by year, and one is not surprised to find that of the books published in the United States, as tabulated by the Publish ers' Weekly, out of a total of books issued in 1883 or a fraction over 25 per cent., were fiction and juve niles, which, in a total of in 1884, had increased to or a fraction over 31 per cent. The construction of a second card catalogue for the Lower Hall is, at the present time, beyond the financial ability of the institution, and the question of its form and expediency, as suggested by the committee, will probably arise under the new conditions of a separation of the Bates and Lower Hall libraries, after the completion of the new library edifice.
