This Reformulation Phase I GDM study is to develop a final plan to modify Cleveland Harbor for safe and efficient operation of 1,000-foot vessels in the Lakefront Harbor. The recreational fishing plan recommended in the 1976 Feasibility Report, Problem Identification, during coordination of the Plan of Study for this study and subsequent correspondence, local interests expressed the need for further modifications to the general navigation features of Clevela and Harbor in the interest of commercial navigation. These additional modifications include: (1) deepening the Cuyohoga River such that the depth of the navigation channel would be compatible with the Great Lakes System's draft of 25 feet (Note: The Cuyahoga River is presently authorized for a 23-foot project forced to lighter (reduce their draft) or come into Cleveland Harbor light loaded before proceeding upriver); (2) modify the Cayuhoga River navigation channel at various locations where undue vessel delays are encountered due to physical restrictions in the channel; and (3) completion of the authorized uncompleted improvements on the Old River (discussed in greater detail in Section II of the Main Report, Problem Identification).
