The literature on systems seems to have been growing almost expo nentially during the last decade and one may question whether there is need for another book. In the author's view, most of the literature on 'systems' is either technical in mathematical sense or technical ifF engineering sense (with technical words such as noise, filtering etc. ) and not easily accessible to researchers is other fields, in particular not to economists, econometricians and quantitative researchers in so cial sciences. This is unfortunate, because achievements in the rather 'young' science of system theory and system engineering are of impor tance for modelling, estimation and regulation (control) problems in other branches of science. State space mode~iing; the concept of ob servability and controllability; the mathematical formulations of sta bility; the so-called canonical forms; prediction error e~timation; optimal control and Kalman filtering are some examples of results of system theory and system engineering which proved to be successful in practice. A brief summary of system theoretical concepts is given in Chapter II where an attempt has been made to translate the concepts in to the more 'familiar' language used in econometrics and social sciences by means of examples. By interrelating concepts and results from system theory with those from econometrics and social sciences, the author has attempted to narrow the gap between the more technical sciences such as engi neering and social sciences and econometrics, and to contribute to either side.

These proceedings include papers presented at the VII-th Internatio nal Conference on Multiple Criteria Decision Making which was held in Kyoto/Japan on August 18-22, 1986. Multiple Criteria Decision Making (MCDM) has been a greatly import ant subject in many practical fields, for example, in planning, design, control and management in both private and public sectors. After remark able developments of theory, methodology and pilot case studies in rec ent years, it is now facing the stage of real applications and develop ment of more sophisticated methodology as interactive intelligent decision support systems. The conference aimed to provide a significant contribu tion to the future of MCDM as one of total systems including human factors: Substantial emphasis was given to knowledge engineering and cognitive sci ence. The conference inherits the tradition and the style of the previous conferences: (1) Jouy-en-Josas/France (1975), (2) Buffalo/U.S.A. (1977), (3) Konigswinter/FRG (1978), (4) Delaware/U.S.A. (1980), (5) Mons/Belgium (1982), (6) Cleveland/U.S.A. (1984). This time a great many Japanese com panies provided grants for the conference. As a result, the total number of participants was over 120, and a computer demonstration could be reali zed on an extensive scale as well as the conference sessions. Throughout the conference, it was observed that MCDM is making steady progress not only in theory but also as a tool for decision support.

Organization design has been discussed by many authors in management and organization theory. They have obtained intuitive and prescriptive propositions appealing that the best organization design is contingent on the environmental conditions. But their studies, called contingency theory, are mostly based on empirical research. Most of the "propositions" are drawn as only inferences from the results of them. On the other hand, decision theoretic models of "organizations" in the stochastic environment have been studied by some economists and management scientists independently of contingency theory. In this book, important aspects of organization design problems are formulated as statistical decision problems in the framework of management and organization theory. Part One of this book analyzes a short-run adaptive problems of the organization design. Part One contains an expanded exposition of the ideas and results published in the professional journals, and I would like to thank the anonymous reviewers of the following journals: Behaviormetrika, Human Relations, Behavioral Science. Part Two of this book considers a long-run adaptive process in the organization, and has not previously been published in its IV present form, although a version of this part is to appear in Journal of the Department of Liberal Arts, March 1987, The University of Tokyo. The resul ts of Part One and Part Two are supported by the empirical research on Japanese firms in Part Three. The aim of this book is the presentation of two new descriptive theories for experimental bargaining games and a comparison with other descriptive and normative theories. To obtain data it was necessary to develop two sets of computer programs for computer controlled ex periments. Moreover, data obtained by other researchers, which are available to us will be included in this study. The use of laboratory experiments in economics was introduced by THURSTONE [1931] in the field of utility theory. CHAMBERLIN [1948] was the first person to establish an expe rimental market for the purpose of testing a theory. The first experiment on characteristic function games was done by KALISH, MILNOR, NASH, and NERING [1954]. Today the use of experiments in controlled laboratory settings has become widespread. Earlier, economists went into the field to observe phenomena as the behavior of individuals, corporations and nations in action, then they formulated theories to explain what they saw. But unlike natural scientists, economists have not been able to test their theories under controlled conditions. Now experimental economists are able to replicate their results. Replication is very proble matic for field studies, because rarely the same conditions can be established again. Moreover, experimenters are able to test theories for situations described by simplified models which are not observable in the real world.

1. 1 Integrating results The empirical study of macroeconomic time series is interesting. It is also difficult and not immediately rewarding. Many statistical and economic issues are involved. The main problems is that these issues are so interrelated that it does not seem sensible to address them one at a time. As soon as one sets about the making of a model of macroeconomic time series one has to choose which problems one will try to tackle oneself and which problems one will leave unresolved or to be solved by others. From a theoretic point of view it can be fruitful to concentrate oneself on only one problem. If one follows this strategy in empirical application one runs a serious risk of making a seemingly interesting model, that is just a corollary of some important mistake in the handling of other problems. Two well known examples of statistical artifacts are the finding of Kuznets "pseudo-waves" of about 20 years in economic activity (Sargent (1979, p. 248)) and the "spurious regression" of macroeconomic time series described in Granger and Newbold (1986, §6. 4). The easiest way to get away with possible mistakes is to admit they may be there in the first place, but that time constraints and unfamiliarity with the solution do not allow the researcher to do something about them. This can be a viable argument.

Redistribution is one of the most fundamental issues in welfare economics. In connection with this term the following questions directly arise: What is a good redistribution ? Which (governmental) instruments should be used to attain it ? Is there a "best instrument" if several of them are available? Or, to express it more generally, which allocations are at all attainable if special instruments are at hand ? All these questions are formulated in an extremely vague way. It will be the task of the following work to make these questions precise and to give answers - as far as possible. It is a matter of course that these answers will not be exhaustive because redistribution is too wide a field. I have used the word "instrument" intentionally. In doing so, Iwanted to indicate that it is not necessary to restrict oneself to income - or commodity taxes as is common place in public finance when aiming at redistribution.
