I only know from hearsay; I have no positive knowledge from the records of the Finance Department. Q. State if you know any case, and on what you base your opinion; and if the Committee think the foundation of your opinion sufficient they will consider the testimony, and if not they will reject it. We are not restricted here to the legal technicalities. A. I have no actual knowledge; I don't know from the reports of the Finance Department, but from the statements in the newspapers. Q. Any case brought to your knowledge by the officials or anybody connected with your office? A. Where he employed special counsel? Q. Yes, sir, to resist claims or affect legislation in any way with regard to your Department? A. I can only answer that, Mr. Chairman, in a general way. I have no positive knowledge except from persons appearing as counsel for or against. Q. Can you give any information to this Committee which will enable them to reach these facts? Do you know of any parties who have this information? A. I do not, except through the Commissioners of Accounts. They are the officers to investigate. Q. Private parties? A.
